TRIPP marşrutu üzrə sərhəd təhlükəsizliyi və gömrüklə bağlı bütün funksiyalar Ermənistanın nəzarətində qalacaq. ABŞ Dövlət Departamenti bunu marşrutda Avrasiya İqtisadi İttifaqının (Aİİ) qaydalarının tətbiqi ilə bağlı “Azadlıq Radiosu”nun sorğusuna cavabında bildirib. Bir neçə gün əvvəl Ermənistan xarici işlər nazirinin müavini Azərbaycanın əsas hissəsini Naxçıvanla Sünik vilayəti vasitəsilə birləşdirməsi nəzərdə tutulan TRIPP marşrutunun Aİİ-nin tranzit qaydalarına uyğun işləyəcəyini açıqlamışdı. “Azadlıq Radiosu” Dövlət Departamentindən ABŞ-nin layihə iştirakçısı kimi marşrutun Aİİ-nin hüquqi çərçivəsi əsasında işləməsinə razılıq verib-vermədiyini soruşub. TRIPP marşrutu üzrə sərhəd təhlükəsizliyi və gömrüklə bağlı bütün funksiyalar Ermənistanın nəzarətində qalacaq.

ABŞ Dövlət Departamenti bunu marşrutda Avrasiya İqtisadi İttifaqının (Aİİ) qaydalarının tətbiqi ilə bağlı “Azadlıq Radiosu”nun sorğusuna cavabında bildirib.

Bir neçə gün əvvəl Ermənistan xarici işlər nazirinin müavini Azərbaycanın əsas hissəsini Naxçıvanla Sünik vilayəti vasitəsilə birləşdirməsi nəzərdə tutulan TRIPP marşrutunun Aİİ-nin tranzit qaydalarına uyğun işləyəcəyini açıqlamışdı.

“Azadlıq Radiosu” Dövlət Departamentindən ABŞ-nin layihə iştirakçısı kimi marşrutun Aİİ-nin hüquqi çərçivəsi əsasında işləməsinə razılıq verib-vermədiyini soruşub. Sorğuda gömrük tranziti prosedurlarının Aİİ qaydaları ilə tənzimlənib-tənzimlənməyəcəyi və Ermənistanla ABŞ arasında bu barədə razılaşmanın olub-olmadığı da yer alıb.

Dövlət Departamenti belə cavab verib:

“TRIPP Ermənistanın suverenliyini, ərazi bütövlüyünü və yurisdiksiyasını qoruyur. Sərhəd təhlükəsizliyi və gömrüklə bağlı bütün funksiyalar Ermənistanın nəzarəti altında qalır. Nəzarəti Ermənistan hakimiyyəti həyata keçirir və əsas qərarları da o qəbul edir”.

Ermənistanın xarici işlər naziri Ararat Mirzoyan daha əvvəl marşrutdan istifadə edən şəxslərə birbaşa xidmətin, yəni onlarla təmasın üçüncü ölkədən olan operatora həvalə edilə biləcəyini istisna etməmişdi. Onun sözlərinə görə, sənədlərin toplanması və tranzit ödənişlərinin qəbulu da həmin operatora tapşırıla bilər.

“Azadlıq Radiosu”nun TRIPP üçün mövcud tənzimləyici çərçivənin dəyişdirilməsi və ya ayrıca tranzit qaydalarının tətbiqi ilə bağlı sualı cavabsız qalıb.

Vaşinqtonun məsələni Ermənistan və Azərbaycan hakimiyyətləri ilə müzakirə edib-etmədiyi barədə suala cavab olaraq Dövlət Departamentinin sözçüsü bildirib ki, ABŞ Azərbaycan hökuməti ilə Strateji Tərəfdaşlıq Xartiyasında müəyyənləşdirilmiş prioritetlər üzrə işi davam etdirir.

Onun sözlərinə görə, bu istiqamətlərə regional bağlantıların genişləndirilməsi, iqtisadi investisiyalar, energetika, təhlükəsizlik sahəsində əməkdaşlıq və süni intellekt daxildir.

ABŞ TRIPP layihəsinə indiyədək nə qədər vəsait ayırdığını açıqlamayıb.
