Speaking alongside German Chancellor Friedrich Merz, Aliyev said Azerbaijan only discovered the meetings after German media reports prompted authorities to examine flight records. According to Aliyev, the records showed German and Russian delegations were in Baku at the same time this month, giving “grounds to say that such a secret meeting was held.”
According to Die Zeit and ARD, the meetings involved former Merkel chief of staff Ronald Pofalla, former SPD leader Matthias Platzeck, former Russian Prime Minister and Gazprom Chairman Viktor Zubkov, and EU-sanctioned Putin ally Valery Fadeyev. The outlets reported that German security agencies believe the meetings were part of a Russian effort to influence German policy by promoting a Ukraine settlement on Moscow’s terms and preparing for the normalization of ties with Berlin.
