Homan dismissed speculation that ICE has shifted exclusively toward localized operations targeting only the most serious offenders, News.Az reports.
“Mass deportations is still a plan,” Homan said, adding that while the agency prioritizes undocumented immigrants accused of criminal offenses, it continues to enforce immigration laws more broadly.

According to Homan, approximately 60% of ICE arrests currently involve individuals with criminal records, while the remaining 40% involve non-criminal immigration violations.
Homan also claimed the administration has reached record levels of immigration enforcement since the passage of a government reconciliation bill.
He said ICE arrested more undocumented immigrants in June than in any previous month in the agency’s history and that July was on track to surpass that record. Homan further claimed current enforcement activity is running 40% ahead of last year’s levels and that the administration has carried out more than one million removals since President Donald Trump returned to office.
The border czar argued that the administration has achieved those results despite extensive legal opposition.
According to Homan, the administration is facing more than 100 nationwide injunctions challenging immigration arrests, detention policies and deportations. He also claimed court rulings in habeas corpus cases have resulted in the release of approximately 65,000 detainees.
Homan defended ICE’s use of targeted enforcement operations conducted alongside local law enforcement agencies, including recent efforts involving county sheriffs in Minnesota.
“Targeted enforcement operation doesn’t mean everybody’s off the table, but it’s a smart way of doing business,” he said.
The figures and legal claims cited by Homan reflect statements made by the Trump administration and had not been independently verified. The administration’s immigration enforcement policies continue to face legal challenges in federal courts and remain the subject of ongoing political debate in the United States.
