An airline is reportedly evaluating whether Gabala could become a low-cost hub on the Kutaisi model. The gap between that aspiration and the current reality, zero scheduled international flights at Gabala, Zagatala, Lankaran, and most other regional airports, is Azerbaijan’s most concrete aviation policy challenge.
