Toilets and changing rooms must be used on basis of biological sex, guidance confirms


This means, for instance, that a trans woman – a biological male who identifies as a woman – should not use female toilets or changing rooms, according to the code of practice, News.az reports, citing BBC.

The guidance, produced by the Equalities and Human Rights Commission (EHRC) and now approved by ministers, makes it clear that transgender people should instead be offered a third or a gender-neutral space.
The code states that leaving a trans person without access to any services or facilities would be unlikely to be proportionate and could be discriminatory.
The guidance was published on Thursday following the landmark Supreme Court ruling last year that the definition of a woman under the Equality Act should be based on biological sex.
The code of practice sets out how associations, businesses and services open to the public should organise their facilities. It covers a wide range of settings from shopping centres and gyms to hospitals and restaurants.
Women and Equalities Minister Bridget Phillipson said the aim was to allow people to live free from discrimination and harassment.
“Our focus has always been making sure organisations have clear, accessible guidance on how to implement the law,” she said.
Within the guidance, it was recommended that gender neutral toilets or changing rooms should have self-contained lockable areas with floor-to-ceiling walls and wash basins.
The watchdog said it did not think the requirements would be too onerous as services could decide to let trans people use toilets for disabled people, for example.
The EHRC also said if a service just had two toilets – one for men and one for women – they could be changed into unisex facilities.
With the guidance now before parliament, MPs and peers have 40 days to raise any concerns. If there are no objections, the guidance becomes statutory.
The guidance, which is more than 300 pages long, was first sent to the government in September 2025.
The EHRC said it expected ministers to spend six weeks examining it before either asking for revisions or placing it before parliament.Instead, the government said it would deal with the issue “thoroughly and carefully”, and took eight months to release the guidance.
EHRC chair Dr Mary-Ann Stephenson said she hoped people would read the code with an “open mind”.
“I think we do need to broaden out the debates, and we need to start from a point of saying, how do we make sure that everyone has access to the services they need, and that will be different things for different people,” she said.
At the Watershed arts cinema in Bristol, chief executive Clare Reddington said they pride themselves on being inclusive.
She said it had taken too long for the guidance to be published which has led to confusion and misinformation.
Reddington described the impact on trans people as “toxic”, and said they had been waiting to hear what the guidance meant “for their ability to live a full public life”.
The Watershed has gender neutral toilets, which won a Loo of the Year award in 2024.

Maya Forstater, of Sex Matters, a gender-critical women’s rights group, said: “Finally, there are no more excuses for the many public and private sector organisations that said they were ‘waiting for guidance’ before fixing their unlawful policies.
“The government’s long delay in placing the updated code of practice before Parliament was seized on as cover by organisations that preferred to break the law than enrage trans lobby groups.
“The new guidance is long and detailed, but at its heart is a simple principle: ‘sex’ means what it says – male and female. What people call themselves and how they dress doesn’t change their sex.
“Any business, charity or public service provider that took a wrong turn and started letting men who identify as women use women’s spaces or vice versa must now urgently fix its policies.”
But a spokesperson for TransActual, a trans rights campaign group, said the guidance left trans people with less rights.”Not only does this new guidance fail to protect the rights and dignity of transgender people, but appears to have weakened protections for the LGBT community as a whole,” they said.
“TransActual will continue to fight for equal access to public life for all trans people, and will publish our full thoughts on the new code once we have had the time to properly scrutinise it.”
Joanne Moseley, of Irwin Mitchell Solicitors, said she is being regularly asked to provide advice to business and services on what they need to do.
She believes that good signage and, where appropriate, ensuring that a gender-neutral space is available are important.
She said some businesses and employers made changes to their facilities immediately after the Supreme Court judgement, but others are putting off doing anything until the EHRC guidance comes into force.
However, she warned the guidance was not “a silver bullet” and that if someone made a claim of discrimination against an organisation it was not a defence to say “we’re waiting for the guidance”.

Meta settles first US case over school costs tied to youth mental health, court filing shows


The agreement fully resolves a lawsuit brought by ​a Kentucky school district, following earlier settlements by co-defendants ⁠Alphabet’s (GOOGL.O), opens new tab YouTube, Snap (SNAP.N), opens new tab and TikTok. The case had been scheduled ​for a June 15 trial in federal court in Oakland, ​California, News.az reports, citing Reuters.

“We’ve resolved this case amicably and remain focused on our longstanding work to build protections like Teen Accounts that help teens stay safe online, ​while giving parents simple controls to support their families,” said ​a spokesperson for Meta.
Breathitt County School District, a small rural district in ‌Appalachia, ⁠accused the companies of designing their platforms to keep young users hooked, driving anxiety, depression and self-harm among students and leaving schools to deal with the consequences.
Breathitt is among roughly ​1,200 school districts ​pursuing similar ⁠claims. Its case was selected as a bellwether, or test case, for those lawsuits.
The lawsuit ​sought over $60 million to cover the costs of ​counteracting the ⁠impact of social media on students’ mental health and to fund a 15-year mental health program to abate the problem. It ⁠also ​sought a court order requiring the ​companies to modify their platforms to reduce addictive features.

Drone attack by Ukraine disrupts major Russian oil refinery​


Virtually all major refineries in central ​Russia have been forced to halt or ​scale back output after Ukrainian drone attacks ⁠in recent days, News.Az reports, citing Reuters.

Russia’s second-largest ​producer of gasoline, NORSI can process 16 million ​metric tons of oil per year, equivalent to some 320,000 barrels per day.

The shutdown of the CDU-6 ​unit at NORSI will lead to a ​sharp decline in the refinery’s output, adding further uncertainty to ‌Russia’s ⁠energy sector and fuel supply.

The unit is usually able to process 25,700 metric tons per day, equivalent to some 190,000 barrels, and ​accounts for ​53% of ⁠the refinery’s overall capacity.

Gleb Nikitin, governor of Russia’s Nizhny Novgorod region, said ​on Wednesday a fire had occurred ​at ⁠the industrial site.

Ukraine’s general staff said it had struck a Lukoil-owned oil refinery near Kstovo in Nizhny ⁠Novgorod, ​which is located some ​450 km (280 miles) east of Moscow.

Lukoil did not immediately reply ​to a request for comment.

5,000 more American troops heading to Poland, Trump says​


Trump, in a Truth Social post, cited his relationship with Poland’s conservative nationalist president, Karol Nawrocki, as the reason behind his decision to send additional troops, News.Az reports, citing The Jerusalem Post.

The announcement comes two days after US Vice President JD Vance told reporters a US troop deployment to Poland had been delayed.

The US had been reviewing its troop presence in Europe and had long been expected to scale it back following demands from Trump that NATO take a larger ‌role in the defense of Europe.

Decision based on Nawrocki’s win, says Trump

“Based on the successful Election of the now President of Poland, Karol Nawrocki, who I was proud to Endorse, and our relationship with him, I am pleased to announce that the United States will be sending an additional 5,000 Troops to Poland,” Trump said in the post.

Trump hosted Nawrocki at the White House in May last year and backed him at a crucial moment ahead of the Polish election in which Nawrocki went on to defeat the candidate of Polish Prime Minister Donald Tusk’s pro-European, centrist party.

He met Nawrocki again at the White House in September and said at the time that the US could increase its troop presence in Poland and pledged to secure the country’s defense.

Honduras shooting kills at least 10 people​


At least 10 ​workers were ‌killed on Thursday ​after a ​shooting at a ⁠ranch ​in northern ​Honduras, the Associated Press reported, ​citing ​a spokesman for the ‌national ⁠police, News.az reports, citing Reuters.

Michael Keating, EastEnders and Blake’s 7 star, dies at 79


Michael Keating Michael Keating, the actor widely recognized for his performances in EastEnders and Blake’s 7, has died at the age of 79, News.Az reports, citing RadioTimes.
News of Keating’s death has been reported across numerous social media accounts, including Cult Edge, the publisher of several books related to Blake’s 7.
A post published on Cult Edge’s official account on X stated:
“So terribly sad to hear reports that we’ve lost Michael Keating. What a loss, and what a wonderful man. He’ll be hugely missed. Thoughts are with his family and friends. RIP Michael, and thank you xx.”

Meanwhile, Paul Carmichael, who is behind Sophie Aldred’s Ace Odyssey podcast, said on the platform: “So sorry to hear that Michael Keating has died. A fine actor with a wonderful career, including a recurring role in #EastEnders, but to me he will always be the wonderful Vila in #Blakes7. RIP.”
Keating was born in London in 1947, and had a notably early role as Goudry in a 1977 Doctor Who story The Sun Makers.
One of his best-known roles came in 1978, when he played Vila Restal in Blake’s 7. Vila is the only character to have appeared in all episodes of the sci-fi series, which ran until 1981.
Other roles saw Keating in Yes Minister, Casualty, Micro Men and Midsomer Murders, while another notable role began in 2005, when he started playing Reverend Stevens in EastEnders.
The recurring character appeared in episodes right through until 2017, with his last appearance seeing the character telling June Brown’s Dot that he was retiring and moving to live with his daughter in Australia.
He appeared in numerous audio productions for Big Finish, with the company’s Blake’s 7 producer, Peter Anghelides saying in a statement: “What a joy it was to work with Michael. Little did I realise when first encountering him at BBC Television Centre in 1981 that some three decades later I would be writing and producing Big Finish Blake’s 7 audio stories for him as Vila Restal.
“His cheery presence on studio days was always most welcome. I would sit at the back of the Audio Sorcery control room hooting with laughter at his comic timing in our recordings. In the green room when we recorded the first full-cast audio Warship he jokingly suggested that there should have been a planet named “Vere” after his old colleague, TV director/producer Vere Lorrimer, so obviously I smuggled that idea into a later script, much to Michael’s great delight.
“Blake’s 7 fans loved him as Vila, the only character to appear in every Blake’s 7 TV episodes between 1978 and 1981 and in both BBC Radio plays. At one point in planning the second series, Terry Nation thought that Vila was a ‘borderline case’ for being dropped as a Liberator regular, until the production team acknowledged the character’s popularity – in no small part thanks to Michael’s adroit performance as the career thief and reluctant rebel.”
