According to political analyst Paata Zakareishvili, the creation of a special hate speech department within Georgia’s Interior Ministry targets freedom of speech and freedom of expression. However, he believes its main effect will be deterrence rather than large-scale enforcement.
Zakareishvili argues that the authorities are counting on people to impose self-censorship on themselves in order to avoid potential problems.
In the analyst’s view, the move by the ruling party suggests preparations for the parliamentary elections. He argues that the authorities are seeking to minimise criticism of the government during the election campaign period.
Georgia’s Interior Ministry has created a new hate speech department whose main task will be to monitor and identify publicly disseminated content that is insulting in nature or contains signs of an administrative offence.

Paata Zakareishvili said:
Through this move, the ruling party is preparing for the elections, unlike the opposition, which still has not decided whether to participate in elections of this kind. The ruling party wants to minimise any damage to its image. Any criticism of the party can influence voters negatively. That is not in its interests ahead of the election, which is why it wants to shape the information environment in advance.”
“This is a double-edged sword. You cannot punish people while simultaneously claiming to uphold democratic principles. They are trying to disguise an authoritarian system with democratic features. The calculation here is that people will begin to censor themselves. Perhaps they will summon one or two individuals as an example and issue warnings.
For our part, we should not become more cautious or overlook even the smallest slip by politicians from the ruling party. We need to document the facts. Sooner or later, we will have to judge this regime, and those facts will be necessary.

Georgian authorities say they are launching a campaign against illegal cryptocurrency mining in the region of Svaneti. As part of the effort, officials will introduce new mechanisms to monitor electricity consumption in the municipality of Mestia.
At a briefing, Mamuka Mdinaradze, the State Minister for Coordination of Law Enforcement Agencies, said the government aims to reduce pressure on the energy sector and curb the illegal use of electricity. According to him, authorities will pay particular attention to cryptocurrency mining activities in Mestia, which they regard as one of the main challenges facing the region’s power system.
According to Mdinaradze, authorities will begin installing electricity meters across the municipality. He said various forms of resistance had prevented such a process for many years. The government says the measure aims to identify and eliminate illegal electricity consumption.
Mdinaradze said residents of Svaneti will continue to receive electricity free of charge within established consumption limits. However, authorities will introduce a maximum threshold, and consumers who exceed it will have to pay according to the relevant tariff.
He added that electricity consumption in Mestia reached 133 million kilowatt-hours in 2025, far exceeding the figures recorded in other municipalities. According to government estimates, this trend causes annual losses of at least 20–25 million lari (around $7–9 million) to the energy system and its financial sustainability. Authorities argue that consumers across the country ultimately bear the cost.
Officials plan to install meters both at the individual household level and across villages and settlements. The government says this approach will allow it to identify sources of excessive electricity consumption more accurately.
Mdinaradze also said law enforcement agencies have received instructions to support and oversee the process and to identify cases involving particularly large-scale electricity use. He warned that authorities would respond firmly under the law if anyone obstructs the installation of meters or violates legal requirements.
Electricity consumption linked to cryptocurrency mining and the resulting strain on the power grid in Svaneti has remained a contentious issue for both local and central authorities for many years. The government says the new measures will help reduce pressure on the energy system and curb illegal electricity consumption.

US delegation in Tbilisi
The US Embassy in Georgia has issued a statement on recent meetings in Tbilisi with representatives of the government and opposition, as well as Washington’s vision for the future of US-Georgian relations.
According to the statement, the US delegation stressed its interest in expanding commercial cooperation with Georgia and discussed “concrete steps” the Georgian government could take to achieve that goal.
Meeting with government
According to the embassy, the US delegation met Georgian Prime Minister Irakli Kobakhidze, Deputy Prime Ministers Maka Bochorishvili and Mamuka Mdinaradze, as well as other government representatives, to discuss possible ways of improving bilateral relations.
The delegation conveyed the administration of President Donald Trump’s readiness for constructive, forward-looking cooperation with Georgia, the statement said. The US side stressed that a new phase in relations should be based on mutual respect between sovereign partners, shared interests and sincere dialogue.
The sides discussed areas in which, according to the embassy, US and Georgian interests may align. These included a commitment to national sovereignty, creating a fair economic environment, resilience against malign external influence and shared values.
The embassy said the delegation also expressed interest in expanding commercial cooperation with Georgia. Discussions covered improving access for US goods and investment, as well as deepening cooperation in the security and energy sectors.
At the same time, the statement noted that a sustainable strategic partnership requires conditions that would make Georgia a reliable partner. These include a favourable environment for US businesses and a stable domestic political climate that encourages opposition participation. According to the embassy, the delegation discussed specific steps with the Georgian authorities that would help achieve these goals.
Meeting with opposition
In its statement, the US Embassy also outlined the outcome of its meetings with opposition parties. According to the embassy, the delegation held “in-depth discussions” with representatives of United National Movement, Coalition for Change, Lelo for Georgia and the party of Giorgi Gakharia.
According to the statement, opposition representatives shared their concerns about the political environment that has emerged following the parliamentary elections in October 2024.
The US delegation briefed opposition representatives on its position regarding the importance of opposition participation in democratic institutions. The statement said that a functioning democracy requires a political opposition that, in cooperation with state institutions, represents the interests of the citizens who voted for it.
The embassy said that political stability and meaningful opposition representation are among the factors that make Georgia a reliable partner for US investment, security cooperation and a long-term strategic partnership.
The statement concluded by stressing that the United States remains committed to constructive relations with all serious political actors interested in the country’s stability, sovereignty and prosperity.
