British House of Lords member Lord Brady reflected on his previous visit to Azerbaijan 16 years ago and the development he has witnessed since in his speech at the 4th International Conference within the Baku Dialogue on Missing Persons. He recalled meeting refugees and internally displaced people during the Azerbaijan-Armenia conflict, saying that while progress is being made on achieving lasting peace, families cannot have full closure while missing persons remain “unidentified and their stories remain uncovered”.
