The public court hearings in the criminal case against Armenian citizens Arayik Harutyunyan, Arkadi Ghukasyan, Bako Sahakyan, Davit Ishkhanyan, David Babayan, Levon Mnatsakanyan, and others—accused of committing crimes against peace and humanity, war crimes, including preparing and waging a war of aggression, genocide, violations of the laws and customs of war, terrorism, financing terrorism, and unlawful seizure and retention of power during Armenia’s military aggression against Azerbaijan—resumed on 7 July.
The Azerbaijan Land Transport Agency (AYNA) is set to install new bus stop shelters in Baku. The results of the related tender were published on the official government procurement portal.
According to the results, AYNA has signed a procurement contract worth 1,744,985 AZN with SMCS LLC for installing bus stop shelters on the streets and avenues of Baku for public transport passengers.
This is not the first contract between AYNA and SMCS LLC. In August of the previous year, AYNA awarded a similar tender to the same company, allocating 500,907 AZN for the work at that time.
About the Company
SMCS LLC, formerly known as SM Construction Supplies LLC, was established in 2018. The company operates in construction, renovation, interior and exterior design, and furniture manufacturing. In September 2023, the company officially changed its name to the current one.
Initially founded with a charter capital of just 10 AZN, the capital was increased to 49,000 AZN in July 2022, and then to 88,500 AZN in September of the same year.
The company’s current legal representative is Jafarov Mubariz Maharram oghlu, with Ehtiram Etibar oghlu Heydarli listed as a former director and the official founder of the company.
In 2020, SM Construction Supplies (SMCS) donated to both the Coronavirus Response Fund and the Armed Forces Assistance Fund.
Success in Government Tenders
SMCS LLC has been actively involved in public tenders and has secured contracts for several state projects. In 2024 alone, the company won 11 tenders worth a total of 15,111,960 AZN.
In addition to its collaboration with AYNA, the company also signed a 1,804,568 AZN contract with the Ministry of Defense.
Since 2020, SMCS LLC has signed nearly 35 contracts with government agencies worth around 24 million AZN. These agencies include AzerGold CJSC, the Police Academy and Internal Troops of the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Emergency Situations, AzTV, the Baku Transport Agency (BNA), Azerishiq JSC, the Ministry of Defense, and the State Customs Committee.
Who is Ehtiram Heydarli?
The company’s founder, Ehtiram Heydarli, is the son of Etibar Heydarov, Deputy Head of the Department for Analysis and Forecasting of Socio-Economic Development at the Siyazan District Executive Authority.
Etibar Heydarov has held several key government positions in Siyazan, including Deputy Head of the Executive Authority, Director of the Siyazan Employment Center, and Chairman of the Siyazan branch of the New Azerbaijan Party (YAP).
He was also awarded the “For Distinguished Public Service” medal by President Ilham Aliyev in 2015.
Father and Son in Politics
Etibar Heydarov played a notable role in parliamentary elections. In 2015, he headed the Siyazan branch of the YAP Election Headquarters. During that election, Tahir Suleymanov was elected as the YAP candidate from District 54 (Shabran-Siyazan). The result was reportedly heavily influenced by Etibar and his son Ehtiram Heydarli. The press also reported that the deputy chief executive attacked the singer.
In the 2020 parliamentary elections, Etibar Heydarov was involved in violations of election rules while campaigning for another YAP candidate, Sadig Gurbanov, in the same district. Due to illegal campaigning at the event, the Central Election Commission (CEC) issued a warning, based on decision No. 42 dated January 30, 2020.
Ehtiram’s brother, Shadil Etibar oghlu Heydarli, has served for many years as a board member of the non-bank credit organization Falcon Finance LLC. His current occupation is unknown.
According to Azerbaijani Law
According to the Anti-Corruption Department under the Prosecutor General, it constitutes a conflict of interest if a government official directs state benefits or contracts to their relatives.
Article 15 of the Law of the Republic of Azerbaijan on Rules of Ethical Conduct for Civil Servants states that a civil servant must avoid conflicts of interest while in office and must not use their official powers for personal gain.
