There are multiple casualties and injuries among civilians including children, Artsakh’s Human Rights Defender Gegham Stepanyan says.
“According to the data collected at this moment, there are at least 2 causalities including one child and 11 injuries including 8 children caused by Azerbaijan’s attacks,” the Ombudsman said.
He says residential houses are also targeted in Stepanakert by Azerbaijan. This building is in the central part of Stepanakert.

Military actions of Azerbaijan must be immediately halted, President of the EU Council Charles Michel said in a post on X (formerly Twitter).

Azerbaijan has launched a large-scale attack on Nagorno Karabakh, using artillery and drones. The Azerbaijani side calls the attack an “an anti-terrorist operation” to “restore constitutional structure in Karabakh.”
According to Azerbaijan’s Defense Ministry, the Russian peacekeeping contingent command and the Turkish-Russian Monitoring Center leadership were duly informed about their plan to launch an attack against the Armenians of Nagorno-Karabakh.
On September 19, at around 1:00 p.m., the Azerbaijani armed forces, carrying out rocket artillery preparations along the contact line, tried to advance into the depth of the defense of the Artsakh Defense Forces, Artsakh Defense Ministry informs.
The Artsakh troops are showing stubborn resistance, the Ministry said.
