Germany’s Scholz Asks Poland to Clarify Cash-for-Visas Affair


German Chancellor Olaf Scholz called on the Polish government Saturday to clarify allegations about a cash-for-visas deal for migrants that has roiled Polish politics, as a debate about immigration heats up in Germany.

The demand from Scholz marks stepped-up rhetoric from Poland’s powerful western neighbor, coming just days after sources said Germany summoned the Polish ambassador and Interior Minister Nancy Faeser spoke to her Polish counterpart on the topic.

Since earlier this month, the Polish government has been facing accusations by opposition parties that it was complicit in a system in which migrants received Polish visas at an accelerated pace without proper checks after paying intermediaries.

Arrivals to Poland could easily cross into other European Union countries given that borders are open.

Poland’s government has written to the European Union’s security commissioner to say that the scandal was an exaggerated “media fact” timed to discredit the ruling nationalists in a tough battle for re-election next month.

“The visa scandal that is taking place in Poland needs to be clarified,” Scholz said on Saturday at an event. “I don’t want people from Poland to simply be waved through.”

Scholz hinted that Germany could take steps to control the border with Poland.

In recent years, Germany has already coped with floods of migrants and asylum seekers from Syria and Ukraine.

In a letter to Polish Foreign Minister Zbigniew Rau, EU Commissioner for Home Affairs Ylva Johansson demanded full clarification of the scandal of up to 350,000 purchased work visas for the EU-Schengen area, BILD reported this week.

In the letter made available to BILD, the commissioner points out that the behavior of the Polish authorities could mean “a violation of EU law and in particular of the EU Visa Code.”

PM Garibashvili’s Speech at 78th UNGA Session


On September 22, Georgia’s Prime Minister, Irakli Garibashvili, delivered a speech at the 78th United Nations General Assembly Session, addressing high-level representatives from nations worldwide and sharing Georgia’s geopolitical position and advancements in European Union integration. The Georgian delegation, led by Prime Minister Garibashvili, has been participating in the UNGA in New York since September 16, during which the Prime Minister and the Foreign Minister have conducted a number of official bilateral meetings.

Prime Minister Garibashvili began his speech by emphasizing Georgia’s enduring values and its determination to embrace “progress amid an ever-changing geopolitical landscape”. He recalled the 2008 military aggression that Georgia faced, resulting in the occupation of 20 percent of its territory by the Russian Federation and the displacement of numerous citizens.

Nevertheless, Garibashvili asserted that Georgia remained steadfast in its pursuit of UN Charter principles and values. He credited the country with a decade of uninterrupted peace and stability since 2012, expressing gratitude to the international community for its unwavering support of Georgia’s sovereignty and territorial integrity. Garibashvili also called upon the international community to encourage the Russian Federation to engage in the “Geneva International Discussions” and fully implement the EU-mediated 2008 Ceasefire Agreement.

PM talked extensively about the economic achievements, highlighting a “remarkable GDP growth rate in the past 3 years” and citing numerous international rankings. In particular, he noted that Georgia’s strong economic performance garnered international recognition, with top rankings in the Eastern Europe and Central Asia regions for the rule of law and economic freedom. The country also earned accolades for its safety, ranking 18th globally in the [NUMBEO] Crime Index 2023.

Garibashvili spoke of Georgia’s “Vision 2030 – Development Strategy,” emphasizing comprehensive reforms spanning economics, social progress, governance, justice, and human rights protection. He stated that education and social welfare remain top priorities for Georgian government, with substantial investments in schools and kindergartens, a commitment to universal healthcare, and a focus on bridging the digital divide through enhanced digital literacy.

The Prime Minister extended a hand of unity to Abkhazian and Ossetian communities, stressing: “To our Abkhazian and Ossetian brothers and sisters, it is our common adversary who opposes our unity. We are an ingenious people, capable of incredible accomplishments, but only together can we ensure lasting stability, attract increased investments and reach our full potential as a united nation. We must not let this opportunity for a peaceful, stable and prosperous future together slip through our grasp”.

Furthermore, Garibashvili underscored Georgia’s unwavering dedication to EU integration, highlighting achievements such as the EU Association Agreement, Deep and Comprehensive Free Trade Area (DCFTA), and Visa-Free regime. He noted Georgia’s status as a frontrunner among the “Associated Trio” countries, vying for EU candidate status.

Acknowledging recent regional challenges, he emphasized the importance of a rules-based international order and expressed solidarity with Ukraine, including humanitarian support and educational initiatives for the children of Ukrainian refugees in Georgia. The Prime Minister also reaffirmed Georgia’s commitment to peace, announcing the “Peaceful Neighborhood Initiative” aimed at resolving conflicts in the South Caucasus.

Garibashvili then emphasized Georgia’s role as a “responsible member of the international community actively contributing to global peace”. He highlighted the country’s contributions to NATO missions worldwide, making Georgia one of the largest per capita contributors to NATO missions in Iraq and Afghanistan. He paid tribute to the 32 Georgian soldiers who died in Afghanistan, with hundreds of others suffering injuries “in the pursuit of freedom and peace”. Georgia, he said, had sacrificed greatly to “protect shared values and common interests”.

In addition, Garibashvili discussed Georgia’s emerging role as a regional hub, focusing on financial services, infrastructure development, and international transport corridors like the Middle Corridor. He highlighted the Tbilisi Silk Road Forum and various infrastructure projects set to boost connectivity and economic growth.

The Prime Minister also outlined plans for doubling the capacity of Georgian railways, constructing the Anaklia Deep Sea Port, building a new international airport in Tbilisi, and the EU-flagship Black Sea Submarine Cable Project, all aimed at enhancing regional connectivity and energy security.

The world should know what’s happening: Sen. Peters visits entrance to Lachin corridor


I’m, very concerned about what’s happening in Nagorno Karabakh now, US Senator Gary Peters told reporters as he visited the entrance to the Lachin corridor, where trucks with humanitarian aid from Armenia and France have been stranded for months now.

“People are really fearful of what could happen there. I think the world needs to know what’s happening,” the Senator said.

“We hear from the Azerbaijani government there is nothing to see, nothing to worry about,” he said, adding that international observers should be allowed to see exactly what’s happening.

“I’ve talked to many people, they are very concerned about their loved ones, families. They have been suffering as a result of the blockade over many months, shortages of food, medical supplies, basic necessities, gasoline and petrol. It’s a dire situation from what I have heard, and I’m very concerned, and I’ll certainly take it back to my colleagues in US Senate,” the Senator said.

Gary Peters added that’s it’s necessary to push to get international observers to get there and see exactly what’s happening and to make sure that the people of Nagorno Karabakh are treated with dignity, respect, and their rights are preserved.

“We’re going to continue to push for that,” he pledged.

YEREVAN, SEPTEMBER 22, ARMENPRESS. A UN Peacekeeping Mission can be sent to Nagorno-Karabakh only by the decision of the UN Security Council, UN Secretary General’s spokesperson Stéphane Dujarric has said, according to TASS news agency.

“Decisions about any peacekeeping mission are made by the UN Security Council,” he added.

On September 21, during the UNSC meeting on Nagorno-Karabakh, Armenia called for the deployment of UN-mandated peacekeepers to Nagorno-Karabakh.

Three-fourths of Indian villages achieve Open Defecation Free Plus status: Minister

New Delhi: Under the Swachh Bharat Mission (SBM) phase II, 75% of India’s villages, or over 4.43 lakh, have been declared Open Defecation Free (ODF) Plus, Union Jal Shakti Minister Gajendra Singh Shekhawat said on Saturday.

The transition from ODF to ODF Plus in this phase represents “a significant milestone for India,” Shekhawat stated.

States and union territories such as Andaman & Nicobar Islands, Goa, Gujarat, Himachal Pradesh, Kerala, Sikkim, and Tamil Nadu, among others, have reported 100% ODF Plus achievement.

The SBM-G Phase-II aims for ODF Plus status across all villages by 2025.

“Out of the 4,43,964 ODF Plus villages so far, 2,92,497 villages are ODF Plus, Aspiring villages with arrangements for Solid Waste Management or Liquid Waste Management, 55,549 villages are ODF Plus Rising villages with arrangements for both Solid Waste Management and Liquid Waste Management and 96,018 villages are ODF Plus Model villages. Overall, so far, 2,31,080 villages have arrangements for solid waste management, and 3,76,353 villages have arrangements for liquid waste management,” Shekhawat said.

The budget allocation for SBM Phase II stands at 1.43 trillion, of which 52,497 crore has to come from SBM-G and the remaining has to come from 15th finance commission funds ( 51,057 crore) and MGNREGA ( 24,823 crore).

The central share allocation from SBM-G for the current fiscal is 7,192 crore and states have planned for an expenditure of 22,264 crore. 

Prime Minister Narendra Modi has prioritized the SBM since 2014. 

An ODF Plus village maintains its ODF status and integrates either solid or liquid waste management. Key components of SBM Phase II encompass sustaining ODF status, waste management, and community education.

The SBM-G initiative has notably impacted health and well-being nationwide. There are currently 96,192 ODF Plus Model villages.

Mr. President, Secretary-General, Dear Colleagues, Dear Friends, It is an honour to address the United Nations General Assembly once again. I represent Georgia, a strong nation that values freedom, cherishes its rich heritage and embraces progress amid an ever-changing geopolitical landscape.

As you are aware, my country experienced a full-scale military aggression in 2008 and continues to endure its destructive consequences. This is still evident in the occupation of 20 percent of Georgian territory by the Russian Federation and the displacement of hundreds of thousands of people from their homes.

I confidently state that despite the devastation we’ve endured, we have not hesitated to pursue our ambitions. We have transformed Georgia into a dynamic society, fully committed to the realisation of the fundamental principles and values enshrined in the UN Charter. 

Georgia understands the cost of war and recognizes the value of peace. Since 2012, our Government has built and maintained an uninterrupted decade of peace and stability.

I would like to take this opportunity to express our deep appreciation to the international community for the unwavering support to Georgia’s sovereignty and territorial integrity. To ensure our continued peaceful existence, I call on the international community to persuade the Russian Federation to engage with the “Geneva International Discussions” and fully implement the EU-mediated 2008 Ceasefire Agreement. 

Thanks to our pragmatic foreign policy, we have sustained economic growth over the past decade. We continue to make critical investments to improve the quality of life for all Georgians. We have experienced double-digit economic growth for two consecutive years, with a GDP growth rate of over 10 percent in 2021 and 2022. This positive-growth trend has continued in 2023, with an average economic growth of 7 percent.

A substantial increase in GDP per capita is among my Government’s most significant achievements. Since 2012, GDP per capita has nearly doubled. We expect that this positive trend will continue. In addition, in July of this year, our official reserve assets reached a historic high, representing nearly a 90% growth in July 2023 compared to 2012. The unemployment and poverty rates are also at historical lows. 

The World Justice Project’s 2022 Rule of Law Index places Georgia as the top ranking country in the Eastern Europe and Central Asia regions regarding the rule of law. According to the Fraser Institute’s report – Economic Freedom of the World 2022, Georgia is among the top 15 countries with the freest economies, while the Heritage Foundation Index of Economic Freedom 2023 places Georgia 21st in Europe, ahead of 11 EU member states. The [NUMBEO] Crime Index 2023 positions Georgia as one of the safest countries in the world, ranking 18th in the world and 8th in Europe.

My Government developed and approved “Vision 2030 – Development Strategy of Georgia” in 2022 — our country’s first long-term policy framework. The document outlines a comprehensive set of reforms, covering areas like economic functions, social progress, good governance, justice, and human rights protection, to implement by 2030.

While we work towards comprehensive, multifaceted progress, we also place significant emphasis on education and social welfare. The importance of robust education systems cannot be overstated, since they serve as the cornerstone for empowered, prosperous, and productive societies. We embrace education by allocating resources to enhance digital literacy and bridge the digital divide.

Our efforts extend to all levels of education. We have allocated up to 1 billion US Dollars to rehabilitate and construct schools and kindergartens across the country. We have increased investments in healthcare and social welfare. Currently, 95 percent of our population benefits from universal healthcare and we are continuously improving the quality of these services. We are determined to ensure the best possible care for all citizens. 

Dear Friends, these successes are just a fraction of the progress my country has made, but they clearly demonstrate our efforts to create opportunities for all our citizens, including those residing in the occupied territories of Georgia.

To our Abkhazian and Ossetian brothers and sisters, it is our common adversary who opposes our unity. We are an ingenious people, capable of incredible accomplishments, but only together can we ensure lasting stability, attract increased investments and reach our full potential as a united nation. We must not let this opportunity for a peaceful, stable and prosperous future together slip through our grasp. 

Each step we take seeks to bring Georgia back into the European family where it belongs. The remarkable achievements of our Government since 2012, including the EU Association Agreement (AA), the Deep and Comprehensive Free Trade Area (DCFTA) and the Visa-Free regime with the European Union, demonstrate our geopolitical priority to become an EU member state. 

The recognition last June of Georgia’s European Perspective has opened a new chapter in our relationship with the European Union. Recent surveys show nearly 90 percent of Georgians support EU membership, and we have demonstrated unwavering commitment to address the 12 priorities set forth for EU Candidate Status. Through a rigorous, inclusive and transparent domestic implementation process involving all stakeholders, we are on-track to complete them this year.

Our achievements deserve a favourable decision from the EU. As a frontrunner among the so-called “Associated Trio” countries, Georgia has earned EU candidate status. We anticipate that Georgia’s performance and the current geopolitical context in the region will be fairly evaluated. Granting Georgia the candidate status is the only course of action.

Considering recent developments, I would like to emphasise the importance of the rules-based international order and the fundamental principles outlined in the UN Charter. 

Georgia is a responsible member of the international community actively contributing to global peace. For more than two decades, we have made substantial contributions to NATO missions worldwide, making Georgia one of the largest per capita contributors to the NATO missions in Iraq and Afghanistan. 32 brave Georgian soldiers made the ultimate sacrifice in Afghanistan, while hundreds of others suffered injuries in the pursuit of freedom and peace. Georgia sacrificed greatly to protect our shared values and common interests.

We significantly contributed to the EU-led missions and honour that commitment.

Dear Friends, as we strive for peace, prosperity, progress, and sustainability for all, it is disheartening to witness aggression against a UN member state. The war in Ukraine reawakens the trauma of the 2008 war in Georgia. 

We feel the pain and hardships that Ukraine currently faces and stand in full solidarity with the Ukrainian people.

We have sponsored, joined, and supported more than 500 resolutions, statements, joint statements and other initiatives by major international organisations and institutions to support Ukraine and Ukrainian people. Our Western partners, including the United States, EU, and UK, have repeatedly praised our compliance with all international financial sanctions. 

My Government has been providing substantial humanitarian assistance to Ukraine and Ukrainian people since the beginning of the war, both in the country and to those currently residing in Georgia. Georgian schools have welcomed more than 2,200 Ukrainian students, ensuring that most of them receive education in the Ukrainian language while following the official Ukrainian curriculum.

Let me be clear – the fundamental philosophy of our Government is to avoid war and secure peace. Despite the challenges posed by our geographic location, we have managed to keep our people safe while supporting Ukraine and the international community through prudent policies and close coordination with our partners. 

Through my Government’s Peaceful Neighbourhood initiative we are prepared to engage our neighbours and friends from Armenia and Azerbaijan to finally bring lasting peace to the South Caucasus. 

Dear Friends, Georgia is emerging as a multi-dimensional regional hub. Our financial services sector has garnered global recognition and we are attracting international investors, infusing additional capital into our economy. We have also prioritised investments in our infrastructure to enhance connectivity, successfully harnessing logistics and energy sectors. 

We are developing strategic transport corridors to establish crucial connections between Asia and Europe. Georgia’s participation in various international initiatives and infrastructure projects enhance connectivity, facilitating trade across the Black Sea region.

The Middle Corridor has emerged as a secure and reliable route connecting East with West. We signed comprehensive roadmaps with Azerbaijan and Kazakhstan, to eliminate bottlenecks and enhance the Middle Corridor from 2022 to 2027. These roadmaps provide for specific actions related to transport and logistics infrastructure development, operational optimization, the implementation of a unified tariff policy, corridor digitalization, and improvements to the regulatory framework.

In pursuit of enhancing East-West connectivity, Georgia established the Tbilisi Silk Road Forum in 2015 creating an international platform for dialogue among senior policymakers, businesses and community leaders. The upcoming Silk Road Forum is scheduled to take place in Tbilisi this year on October 26-27, bringing together approximately 2000 delegates, including high-ranking officials and business representatives from more than 60 countries.

Georgia has launched significant infrastructure projects, including the Railway Modernization Project. Upon its completion by the end of 2024, the throughput capacity of Georgian railways will double. 

The construction of a new Anaklia Deep Sea Port, which is expected to start soon, is a top priority for my Government. This green-field PPP project will create a state-of-the-art deep-sea port on the Eastern coast of the Black Sea.

Our Government is improving air connectivity by building a new international airport in Tbilisi that will serve as a world-class transportation hub cementing Georgia’s status as a prominent player in global aviation.

Furthermore, the EU-flagship Black Sea Submarine Cable Project, initiated by Georgia, is currently underway. This Project involves the installation of a high-voltage submarine transmission grid to connect the South Caucasus region to Southeast Europe through the underwater cable. The implementation of the project will strengthen energy security in Europe and the South Caucasus region, will foster the development of renewable energy sources and create new opportunities for transit between these two regions.

While recognizing the increasing demand for energy, as well as the need to address climate change, we are actively pursuing new ventures in the field of renewable energy, including hydropower, wind, solar and other sustainable sources. Our objective is to attract investors and create a favourable environment for the establishment of innovative power plants, utilizing the Georgia’s abundant green energy potential.

All of these transformational projects will bring jobs, economic growth, and prosperity to our people and the region.

Dear Friends, Georgia has made significant progress since regaining independence. We remain dedicated to achieving even greater results for the Georgian people while making significant contributions to the global community. We stand ready to strengthen international partnerships and collaborations to ensure a more peaceful and sustainable future.

Our shared humanity binds us together and it is our collective responsibility to uplift one another and leave a lasting legacy for generations to come. Thank you very much!

Pallone introduces bipartisan legislation to support Armenians and help them stand against ongoing Azerbaijani aggression


Congressional Caucus on Armenian Issues Co-Chairs Congressman Frank Pallone, Jr. (NJ-06), David G. Valadao (CA-22), and Adam B. Schiff (CA-30) introduced the bipartisan Supporting Armenians Against Azerbaijani Aggressions Act. The comprehensive legislation addresses Azerbaijan’s unprovoked aggressions and atrocities against Armenia and Artsakh (Nagorno-Karabakh), provides humanitarian assistance to Armenians in dire need, and strengthens cooperation between the United States and Armenia.

The bill specifically authorizes foreign military financing for Armenia, bolsters American and Armenian partnerships in the energy, scientific, and technology sectors, instructs the Administration to develop a comprehensive plan to protect Armenians living in Artsakh, and repeals Section 907 of the FREEDOM Support Act that bans most assistance for Azerbaijan.

“President Aliyev’s genocidal campaign against the Armenian people of Artsakh has gone on too long, and it is past time the United States takes meaningful action to halt it. This legislation takes a major first step in addressing the atrocities committed by his regime and holding him and his cronies accountable for the death and destruction they have wrought. It would also provide the Armenian people impacted by the conflict with the assistance and security they need to live safely in their ancient homelands without fear of reprisal from the Azerbaijani government,” Pallone said. “Additionally, it includes several positive provisions that seek to grow the U.S.-Armenia partnership and help strengthen Armenia’s economy, democracy, and overall standing in the region. I look forward to working with the Senate where a companion bill has been introduced and get it across the finish line.”

Azerbaijani President Ilham Aliyev orchestrated deliberate attacks and weaponized starvation against the Armenian population in Artsakh since December 2022 to force them into exile. After the most recent attack earlier this week, the Azerbaijani government has discussed establishing so-called “humanitarian corridors” that could be opened for civilians to leave Nagorno-Karabakh. This is a strategy meant to further perpetuate their campaign of ethnic cleansing using violence, hunger, and fear to push these people out of their homeland.

Armenians have called Nagorno-Karabakh home for thousands of years. The Congressional Caucus on Armenian Issues has consistently called on the United States to use every diplomatic tool, including sanctions, to help guarantee their right to remain there. They have also called on the State Department and international partners to take immediate action to halt any further aggressions by Azerbaijani forces, ensure Armenian civilians’ safety and security, and provide critical humanitarian aid to these people in dire need.

Artsakh denies reports claiming that Azerbaijani forces have entered Stepanakert


Artsakh’s InfoCenter has denied the reports claiming the Azerbaijani troops have entered Stepanakert.

“After the ceasefire violation by the Azerbaijani side on September 21 in Stepanakert suburbs, Russian peacekeepers were deployed in the suburbs of the city, including Krkzhan district, to avoid further escalation of the situation.

Artsakh’s former Minister of State Artak Beglaryan earlier shared footage showing the armored vehicle of Russian peacekeepers passing by in Krkzhan neighborhood, saying Azerbaijani forces had closely approached the suburb of Stepanakert.

US Congressmen visit the HQ of EU Mission in Armenia


The US Congressional delegation led by Senator Gary Peters visited the headquarters of the EU Mission in Armenia.

“We aim to calm down the tensions at the border areas,” said HoM Markus Ritter at the briefing at the meeting.

US Ambassador to Armenia Kristina Kvien was also present at the meeting.
