The project stems from the August 2025 Washington agreements between Azerbaijan and Armenia, brokered by U.S. President Donald Trump, aimed at advancing peace and restoring regional transport connections.

Under the framework, a joint development company will be established, with the U.S. holding a 74% stake and Armenia 26% for an initial 49-year period.
