Anar Guliyev says 96,000 people reside across Karabakh and Eastern Zangazur

A total of 96,000 people were now living, working and studying in Karabakh and Eastern Zangazur, Anar Guliyev, Chairman of Azerbaijan’s State Committee on Urban Planning and Architecture, said in a post on X.

According to Report, Guliyev noted that the day marked World Architecture Day and World Habitat Day.

He said the themes of both observances this year were related to housing, including adequate housing for all and the right to housing.

Guliyev added that 2026 had been declared the Year of Urban Planning and Architecture in Azerbaijan, while in Karabakh and Eastern Zangazur these issues had already become part of everyday life.

He said new settlements were being built under the Great Return program and people were returning to their native lands.

According to Guliyev, former internally displaced persons had already been resettled in 48 settlements, while a total of 96,000 people were now living, working and studying across the region.

He added that the Great Return was continuing and said the true measure of urban planning and architecture was whether people were able to build their lives in the spaces being created.
