In 2024–2025, Georgia’s pro-government TV channels generated four times more commercial advertising revenue than critical broadcasters, Transparency International-Georgia, a local corruption watchdog, reported, describing the gap as a “significant disproportion” and an “unequal distribution” of the advertising market.
According to the December 30 report, pro-government channels generated a total of GEL 89.5 million (about USD 33.5 million) in commercial advertising in 2024 and the first three quarters of 2025, compared with GEL 23 million (about USD 8.5 million) received by critical broadcasters.
The organization noted, without naming them, that “17 regional broadcasters” halted operations in 2025 due to financial problems. It warned that the country’s two leading critical broadcasters – Formula and TV Pirveli – “are facing the risk of closure,” adding that their shutdown “would cause irreparable harm to the public’s right to proper information, leaving society exposed solely to the government agenda and propaganda.”
In 2024, the largest shares of advertising revenue went to pro-government broadcasters Imedi Holding (35.7%) and Rustavi 2’s Media Holding (14.8%). Together with another pro-government channel, POSTV, the three generated a combined GEL 44.1 million (about USD 17 million) in advertising revenue – nearly three times more than GEL 15.3 million (about USD 5.6 million) earned by Formula, TV Pirveli, and Mtavari, which went off air in 2025 due to financial problems.
In the first three quarters of 2025, Imedi, Rustavi 2, and POSTV generated GEL 45.5 million (about USD 17 million) in advertising revenue, almost six times more than GEL 7.8 million (about USD 3 million) earned by Formula and TV Pirveli.
“The analysis of broadcasters’ advertising revenues in 2024–2025 clearly shows that the advertising market is insufficient to ensure the stable functioning of the media, and it is unevenly and disproportionately distributed in favor of pro-government broadcasters,” TI-Georgia concluded.
