Court Sends Third Opposition Leader, Nika Gvaramia, to Detention Over Boycotting GD Commission


Judge Jvebe Nachkepia sent Nika Gvaramia, leader of the opposition Ahali party, to pre-trial detention today, making him the third opposition leader – and fourth person overall – to be jailed for boycotting the Georgian Dream parliamentary commission probing alleged crimes under United National Movement rule. The politician did not attend the June 13 hearing but went to the Rustavi penitentiary himself to be taken into custody, certain of the court’s anticipated decision.

The ruling to impose detention as a pretrial restraint came after Gvaramia, whose party is boycotting Georgian Dream’s one-party parliament, refused to pay the bail of GEL 30,000 (around USD 11,000) set after he defied a summons by the controversial commission, with the bail deadline expiring on June 8. Rejecting a parliamentary commission request is a criminal offence, punishable by a fine or imprisonment for up to a year, with deprivation of the right to hold an office or to carry out a particular activity for up to three years.

Other opposition leaders put in pretrial detention in similar cases include Ahali’s Nika Melia and Girchi-More Freedom’s Zurab Japaridze. Earlier, ex-Defense Minister Irakli Okruashvili was also remanded in custody for refusing to pay the bail. Other opposition politicians, including Lelo for Georgia’s Mamuka Khazaradze and Badri Japaridze, spared themselves initial detention by posting bail, but are still tried on criminal charges for defying the commission’s summonses.

Gvaramia, who held senior official positions during the UNM government (2003–2012), had already served a prison sentence from May 2022 to June 2023 before being released through a presidential pardon by Salome Zurabishvili. He had been convicted of abusing his powers while managing Rustavi 2 TV — in a case widely seen as politically motivated. Following his release, he entered politics.

Controversial Commission

The Georgian Dream parliament’s temporary investigative commission, chaired by GD veteran and former justice and culture minister Tea Tsulukiani, is tasked with investigating alleged crimes committed by the United National Movement government officials. It has summoned both alleged victims and former officials, including current opposition leaders, the majority of whom have refused to appear. The exception was Giorgi Gakharia, former GD prime minister and current leader of the opposition For Georgia party, who testified but maintained that doing so did not constitute recognition of the GD parliament’s legitimacy. 

The commission is addressing topics including alleged torture, business racketeering, and the August 2008 war, which it blames on the former UNM government and ex-President Mikheil Saakashvili.

Georgian Dream says the commission’s final report will be submitted to the country’s Constitutional Court to ban the UNM and its “successor parties.” GD says it plans to ban the opposition by the end of the year.

125th Ergneti IPRM Meeting


On June 11, the 125th meeting of the Incident Prevention and Response Mechanism (IPRM) was held in Ergneti, in the vicinity of the Tskhinvali occupation line. The meeting was co-facilitated by the Head of the EU Monitoring Mission in Georgia, Bettina Patricia Boughani, and the Special Representative of the OSCE Chairperson-in-Office for the South Caucasus, Christoph Späti.

SSSG’s Statement

Georgia’s State Security Service said “all important incidents” identified along the occupation line since the previous IPRM meeting were discussed during the meeting.

It also said that its representatives reiterated the demand to hold all those responsible for the killing of Georgian citizen Tamaz Ginturi accountable. Ginturi was shot dead by Russian occupying forces on November 6, 2023, during an attempted illegal arrest near the village of Kirbali in the Gori municipality.

The authorities also reiterated their call for the “unconditional and immediate” release of all illegally detained Georgian citizens. “The facts of illegal so-called borderization that were identified in the recent period were severely condemned,” the SSSG said.

The discussions also included “humanitarian issues facing the local population residing near the occupation line, including problems related to freedom of movement and possibilities for their resolution,” the SSSG further noted.

EUMM’s Statement

“The OSCE and EUMM reiterated their call for a full re-opening of all crossing points along the administrative boundary line (ABL),” the EUMM stated, adding that “unhindered access would considerably enhance the livelihoods of people living near the ABL in particular.”

Participants exchanged positions on “recent security developments, limitations on freedom of movement, duty of care to isolated elderly, cultural heritage, and issues related to wastewater.”

“The co-facilitators reiterated their concern regarding the continuous practice of detentions and renewed their call for the release of those in custody,” the EU Monitoring Mission said.

All co-facilitators noted the positive impact of cooperation on irrigation and encouraged further efforts in this area. The official press release says the “participants praised the EUMM-managed Hotline as an invaluable tool for exchanging information, defusing tensions, and managing incidents in a timely manner.”

Statement by Tskhinvali De Facto Representative:

Tskhinvali once again demanded the removal of the Chorchana-Tsnelisi police checkpoint. Igor Kochiev, the de facto representative of the Moscow-backed occupied regime, said the post’s presence hinders, “among other things, the free movement of our citizens who want to reach their homes on the right side of the Lamushuristskali river [near the occupied village of Lopani].”

“We see only one solution to this problem – the removal of this post and its withdrawal from the territory of the Republic of South Ossetia,” he added, as per the local news agency.

The next meeting within the framework of the IPRM will be held on 21 July 2025.
