Irakli Kobakhidze stated that the European Union Foreign Affairs Council‘s decision to suspend visa liberalization for holders of diplomatic passports holds only “symbolic importance.” At the same time, he described it as a “clearly anti-Georgian step.” Kobakhidze criticized the Foreign Affairs Council, saying such decisions undermine confidence in EU institutions in Georgian society.


Irakli Kobakhidze also expressed gratitude to Hungary, Slovakia, Italy, Spain, and Romania for “defending the interests of the Georgian people” at the Foreign Affairs Council which aimed to sanction Georgian Dream officials. Later in the day, the foreign ministries of Romania, Italy, and Spain refuted “Kobakhidze’s gratitude,” further asserting that alongside other EU countries, they also expressed serious concerns about the situation in Georgia and fully supported the Council’s decisions.


The European Court of Human Rights (ECHR) has published its judgment in the case of Taganova and Others v. Georgia and Russia, holding Russia fully responsible for the violations of property rights in Georgia’s occupied region of Abkhazia. In its unanimous ruling, the Court found violations of Article 1 of Protocol No.1 (protection of property) and Article 8 (right to respect for private and family life) of the European Convention on Human Rights.


During a debate on Georgia in the European Parliament, Members of the European Parliament (MEPs) addressed the recent democratic backsliding in Georgia, warning that the country is veering toward a “Belarusian-style authoritarian regime under the shadow of the Kremlin.” The MEPs called on the EU to immediately implement “real sanctions” against those responsible for the rigged elections and violence against peaceful demonstrators.


In the Conclusions on Enlargemenissued on December 17 the EU General Affairs Council, while reaffirming its “full and unequivocal commitment” to the EU membership perspective of the Western Balkans, Ukraine, and Moldova, recalled that “the course of action taken by the Georgian government jeopardizes Georgia’s European path, de-facto leading to a halt of the accession process.


U.S. Senator Ben Cardin, Chairman of the Senate Foreign Relations Committee condemned Georgian Dream’s continued violence against peaceful demonstrators and urged President Biden to impose Global Magnitsky sanctions. “President Biden should hold accountable those responsible for orchestrating these violent acts of repression, including issuing Global Magnitsky sanctions,” said the Senator.


At a press briefing, U.S. Department of State Spokesperson Matthew Miller announced that new sanctions against Georgian officials are expected in the coming weeks. “We have other sanctions that we are preparing to unfold in the coming weeks… these are not things in many cases that you can do overnight. You have to make sure you get the letter and the law right when you impose these sanctions and that’s what we’re working on doing, even as we speak,” Miller told reporters.

A Journalist’s Public Appeal: Aliyev Wants to Destroy the Media That Investigates Him


Sevinj Vagifgizi dedicated her award to all journalists fighting against corruption.

On December 10, Sevinj Vagifgizi, the editor-in-chief of “Abzas Media,” who is currently in prison, was declared the “Global Anti-Corruption Champion.” In light of this achievement, she addressed the public in a heartfelt appeal.

The journalist expressed her gratitude to those who deemed her deserving of the award, as well as to everyone who remains loyal to democratic principles:
“I would like to thank everyone who remains loyal to democratic principles for deeming me worthy of this prestigious award.”

As part of “Abzas Media,” Sevinj Vagifgizi and her team have uncovered a wide range of corruption. They exposed the criminal activities of the family members of the country’s leader, Ilham Aliyev, and how the officials appointed by him misused state funds. Reflecting on the situation, she said, “Unfortunately, instead of opening criminal cases against these officials based on these facts, state agencies accused the journalists who uncovered these crimes of ‘dirty money’ and imprisoned them.”

According to Vagifgizi, after Ilham Aliyev took control of the judiciary and the legislative bodies, he has now shifted his focus to eliminating independent media. “However, I believe that everyone who remains loyal to democratic principles will not allow the destruction of the country’s only breathing entity, the free media. This award is an achievement of all journalists who have uncovered corruption crimes.”

The Global Anti-Corruption Champions Award, established in the U.S. in 2021, is designed to recognize individuals who have taken extraordinary steps in the fight against corruption. It also aims to demonstrate solidarity with these heroic partners.

Along with Sevinj Vagifgizi, nine other individuals were honored with this prestigious award.

Sevinj Vagifgizi was arrested on November 21, 2023, as part of the “Abzas Media Case.” She, along with five other imprisoned staff members of the media organization, has been accused of smuggling.

The journalists have denied the charges, asserting that their arrests are directly linked to their investigations into corruption.

Romania, Italy, and Spain on Georgian Prime Minister’s lies

Romania, Italy, and Spain stated on December 17 that they fully supported EU High Representative Kaja Kallas’s proposal for sanctions against Georgian officials involved in violence against peaceful protesters.

The three countries thereby exposed the falsehoods of Georgian Prime Minister Irakli Kobakhidze, who, during a briefing, thankedRomania, Hungary, Slovakia, Italy, and Spain for their strong support of Georgia in the EU Council.

On December 16, the EU Council agreed to suspend the visa-free regime for Georgian diplomatic passports, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced after the EU Foreign Ministers’ meeting. Hungary and Slovakia opposed the measure during discussions.

Kaja Kallas also said that sanctions against senior Georgian officials were discussed at the meeting. According to Politico, Kallas herself advocated for this decision, as she also chairs the EU Council on Foreign Relations.

Romania: “An outrageous example of disinformation”

Romania’s Ministry of Foreign Affairs was the first to respond to Kobakhidze’s statement, saying its position was presented inaccurately.

“Deeply disappointed about the choice of presenting inaccurately internal discussions at EU level. We use this opportunity to reiterate our strong concern about the Georgian Gov’s decision on EU accession dialogue and the violent repression of Georgian’s legitimate protests,” the ministry wrote on X.

A Romanian Foreign Ministry spokesperson also wrote on X that the Georgian prime minister’s remarks were “a blatant example of disinformation regarding Romania’s position on Georgia.”

Italy: “We approved all proposals, including sanctions against Georgian authorities”

Following Romania, Italy stated that it supported EU High Representative Kaja Kallas’s proposal on sanctions.

“During the discussion on the situation in Georgia at the EU Foreign Affairs Council, Italy reaffirmed its strong condemnation of any violence that occurred in recent weeks and supported the measures presented by High Representative/Vice President Kaja Kallas, including the sanctions proposal.

The proposal for sanctions against Georgian officials was not approved due to a lack of consensus. Italy joined the proposal to suspend the agreement on simplified issuance of diplomatic visas, which was ultimately approved.

Italy also emphasized that the European Union must stand with the Georgian people and expressed hope that recent decisions by Tbilisi, which have effectively halted the country’s path to European integration, will be reconsidered,” the statement said.

Spain: “Disinformation is a threat to our democracies, and we will always fight against it”

The Georgian government’s statement about Spain’s position during the EU Foreign Affairs Council discussion is not accurate,” Spain’s Foreign Ministry told ABC.

The statement by Minister [José Manuel] Albares was unequivocal. Spain, like the majority of EU member states, supported the adoption of sanctions and openly condemned the suppression of citizen demonstrations by security forces,” a Foreign Ministry spokesperson said.

“Spain has been very clear expressing its grave concern about civil rights in Georgia and about alleged disinformation campaigns. We have fully supported the decisions adopted yesterday by the FAC. Disinformation is a threat to our democracies that we will always oppose,” Spain’s Foreign Ministry stated on X.
