One year ago, Azerbaijan launched an offensive that resulted in regaining full control of the territory of Nagorno-Karabakh. The more than 100,000 ethnic Armenian refugees that were forced to flee remain in limbo, while Azerbaijan has slowly begun to repopulate its newly regained territories.

Some local media agencies predict that the land borders will be opened before COP29. The cabinet of ministers will announce new measures in October. So, it is helpful to follow the news till the mid of October.

And I think foreigners can not enter the country via land border but they are allowed to leave by land. So, it would be nice idea, first, to land in Baku and then go to Tbilisi.
