Nothing the EU could have done differently would have changed this. The marching orders of GD are to take Georgia away from western integration. You can scream for this or that from the EU, but the ideological choice lies with GD.

Again, it is the political will to make something of the available relationship.

It is not like the EU is the ruler over Georgia. It seems you do not recognize GD is the problem here, not the EU doing too little. The EU gave Georgia a free ride into the EU.
