The construction of bp’s solar power plant in Jabrayil is expected to start before COP29, the Director General of COP29, Deputy Energy Minister Elnur Soltanov told reporters in ADA after the opening ceremony of the summer energy school, according to Azerbaijan in Focus, reporting Trend.
“Azerbaijan has already uttered its voice in the oil and gas spheres, we have become a reliable partner in ensuring the energy security of the world’s countries. Now, Azerbaijan demonstrates seriousness in its intentions to implement “green” projects, both at sea (plans to create wind farms) and on land—in Absheron and liberated territories. The process of transition to “green” energy in the world is unstoppable. Our philosophy is to utter our voice in “green” energy,” Soltanov said.
According to him, Azerbaijan is also rich in such sources of “green” energy as water resources.
“Hydroelectric power plants have already been and will be built in Karabakh and Eastern Zangezur, which will sufficiently provide the liberated lands and neighboring territories with electricity. The project of construction of a solar power plant by bp in the Jabrayil region is next in line, and I think we will hear about the commencement of this project before COP29,” Soltanov said.
To note, the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) will be held in Azerbaijan in November this year. The decision was made at the plenary meeting of COP28 held in Dubai on December 11 last year. Within two weeks Baku, having become the center of the world, will host about 70,000-80,000 foreign guests.
The UN Framework Convention on Climate Change is an agreement signed at the Rio Earth Summit in June 1992 to prevent dangerous human interference in the climate system. The acronym COP (Conference of Parties) stands for Conference of Parties, which is the highest legislative body overseeing the implementation of the Framework Convention on Climate Change.
A total of 198 countries are parties to the convention. Unless the parties have decided otherwise, COP is held annually. The first COP event was held in March 1995 in Germany’s Berlin with its secretariat in nation’s Bonn.

The opening ceremony of the 18th Baku Summer Energy School (BSES) was held on Monday at ADA University, according to Azerbaijan in Focus, reporting AzerTac.
The Summer school is organized by the Institute for Development and Diplomacy of ADA University in partnership with the ADA University Fund (Azerbaijan) and State Oil Company of the Azerbaijan Republic (SOCAR), bp AGT, GL Group, and KOLİN Azerbaijan.
Rector of ADA University, Ambassador Hafiz Pashayev, Azerbaijan’s Minister of Ecology Mukhtar Babayev, Minister of Energy Parviz Shahbazov, President of SOCAR Rovshan Najaf, Group CEO of GL Group Asif Zeynalov and bp Regional President for Azerbaijan, Georgia and Türkiye Gary Jones made opening remarks.
In his remarks, Rector Hafiz Pashayev noted that the Baku Summer Energy School has been held every year since 2007. Ambassador Pashayev said that the program’s keeping in focus energy and environmental issues in the countries of the Caspian region is beneficial for both local and international participants.
Speaking at the event, Vice Rector of ADA University, Director of the Institute for Development and Diplomacy Fariz Ismailzade underlined that this year’s Summer school is focused on renewables and green energy and is dedicated to the COP29 scheduled to be held in Baku this November. He also underscored that the BSES aims to contribute to Azerbaijan’s commitment to developing its renewable energy potential, which is an important part of the country’s plan to reduce greenhouse gas emissions by 40% by 2050.
The two-week certificate program brings together world-renowned scholars, practitioners, and policymakers to examine and gain a better understanding of global and Caspian energy and environmental issues. Besides the regional pipeline and energy security developments, participants will become acquainted with a wide range of issues such as fundamentals of energy, energy law and economics, environmental issues, management in the oil and gas industry climate change, green energy initiatives, expectations on COP29 as well as the strategic outlook of SOCAR and bp.
The second week of the summer school will be held in Georgia, where participants will gain a regional perspective on energy issues and the Green Energy Corridor.
This year’s program features 50 participants representing 12 countries – Azerbaijan, Albania, Bulgaria, the Czech Republic, China, Hungary, Russia, Saudi Arabia, Türkiye, Vietnam, the U.S and the UK. The participants of the program are professionals from diverse organizations such as the Ministry of Industry and Trade of the Czech Republic, the Ministry of Foreign Affairs of Bulgaria, the Ministry of Energy of Saudi Arabia, Vietnam Oil and Gas Group, the State Oil Company of the Republic of Azerbaijan, bp Azerbaijan, think tanks of the U.S. and Hungary, as well as other organizations.
BSES provides ample opportunity to meet and network with public and private sector leaders from all over the world. Participants will have a chance to discuss challenging issues with the Ministers, leading scholars, practitioners, and high-level representatives of energy companies in the region who will be key speakers.

The President of Northern Cyprus hailed his visit to the city of Khankendi, which was liberated from occupation.
“Our goal is overall development of relations within the OTS. I was delighted to see the flag of the Turkish Republic of Northern Cyprus waving in Shusha,” President Ersin Tatar mentioned.
“The development of relations with the Turkic states significantly contributes to the strengthening of the positions of the Turkish Cypriots and establishing justice in Cyprus under the principle of “two states,” the President of Northern Cyprus emphasized.
