No. Because these buildings were built/modified during the illegal occupation period. Local Azerbaijani government hasn’t issued permits for any of this and retains right to demolish all of it.

The U.K. has closed the Stratcom project. It had opened for the Georgian government back in 2015.
Canceling this project is logical, as instead of fighting with Russian propaganda, it had been used to fight the opposition, Ukraine, and Western countries and for backing Russia.
