Azerbaijan in spotlight of Chinese CGTN TV network’s Hub program


The China Global Television Network (CGTN) owned by the China Media Group and China Central Television has dedicated a special edition of the Hub program to Azerbaijan, according to Azerbaijan in Focus, reporting AzerTac.

The “Hub” program primarily focuses on interviews with official figures and influential socio-political personalities, focusing on topical issues.

The program host Wang Guan revisited last year’s interview with President Ilham Aliyev in Baku. During the interview, the head of state shared his insights on Azerbaijan-China relations and the trajectory of their development.

Guest of the program, Assistant to the President of the Republic of Azerbaijan, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmat Hajiyev answered questions from the host regarding the country’s foreign policy, Azerbaijan-China cooperation in political, economic-trade, humanitarian, and other fields, prospects for the development of relations, the China’s “Belt and Road” initiative and cooperation on “Mıddle Corridor” as its component, preparations for the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) to be held in Baku, and other topics.

Hikmet Hajiyev emphasized that President Ilham Aliyev is interested in further developing and elevating the Azerbaijan-China cooperation and partnership to a new level. He noted that the relations between the two countries are traditionally based on friendship with a dialogue and mutual trust established in political relations. According to him, the effective cooperation was also established in economic-commercial and cultural-humanitarian fields. He highlighted that Azerbaijan actively cooperates with China within international organizations. Hikmet Hajiyev underscored that Azerbaijan supports the One China principle and mentioned the China’s constant support for Azerbaijan’s territorial integrity and sovereignty. The Assistant to the President emphasized the importance of high-level reciprocal visits in strengthening cooperation and dialogue between the two countries.

Addressing a question about the early presidential election held in Azerbaijan in February of this year, Hikmet Hajiyev, stated that this election marked a significant milestone in the history of independent Azerbaijan as the first election conducted across the entire sovereign territory of the country. He noted that following Azerbaijan’s restoration of independence in 1991, military aggression and separatism prevented elections from being held throughout the entire territory of the country. He emphasized that when President Ilham Aliyev was first elected as the head of state in 2003, he made and later successfully fulfilled his promise to the people to restore Azerbaijan’s territorial integrity and sovereignty. Azerbaijan’s restoration of its territorial integrity and sovereignty has created new realities in the South Caucasus region. The status quo created by Azerbaijan in the region is based on justice and international law. The February election resulting in President Ilham Aliyev’s resounding victory, not only represent a significant event in Azerbaijani history but also pave the way for the country’s new goals. Today, official Baku is more interested in actively pursuing foreign policy and playing a more active role in addressing global issues.

 

The program highlighted the significant role played by the “Belt and Road” initiative in recent years in expanding economic and trade relations between Azerbaijan and China. It underscored the importance of maximizing the opportunities presented by the Middle Corridor to yield substantial benefits for future economic and trade relations between the two countries. Additionally, considering Azerbaijan’s special relations with the Central Asian countries, opportunities for cooperation in the China-Central Asia-Azerbaijan format were touched upon. Hajiyev stated that Azerbaijan, along with partner countries, is continuously working to ensure the more efficient operation of this trade and transportation corridor.

The double standards faced by Azerbaijan and China, as well as the interference of certain Western countries in the internal affairs of others, along with their attempts to lecture or preach to others were criticized in the program.

The program also addressed Azerbaijan’s green transition and green development policy, highlighting China’s role as an important partner of Baku in this direction, and mentioned the existence of good cooperation opportunities between the two countries in this area. Hikmet Hajiyev noted that the decision to host COP29 reflects Azerbaijan’s firm commitment to green transitions. Such initiatives will contribute to the implementation of Azerbaijan’s priorities in green transition and digital development.

Within the framework of COP29, Azerbaijan will work towards achieving solidarity and consensus between the Global South and the Global North. It will make every effort to ensure that the issues of developing and least developed countries, as well as those most vulnerable to the consequences of environmental changes, such as small island states, are heard.

The program also touched upon tourism relations between the two countries, and efforts to attract more travelers from China, one of the world’s largest tourist markets, to the country. It was emphasized that the simplified visa regime for Chinese citizens and direct flights between Baku and Beijing contribute to this effort. The cooperation between Azerbaijan and regions of China was also highlighted.

Armenian FM briefs Uruguay MPs on security situation in the South Caucasus


In Montevideo, Minister of Foreign Affairs of Armenia Ararat Mirzoyan had a meeting in the Foreign Relations Committee of the Senate of Uruguay. The meeting was attended by Committee Chair Jose Carlos Mahia, members of the committee representing various political parties, as well as members of the Armenia-Uruguay Parliamentary Friendship Group.

A wide range of issues were discussed at the meeting.

Touching upon the bilateral relations between Armenia and Uruguay, the interlocutors emphasized the existing great willingness of both sides to further deepen the friendly ties which have a long history. In this context, the importance of the decision to open a resident embassy of the Republic of Armenia in Montevideo was emphasized, expressing hope that it will also contribute to the expansion of trade and economic ties between the two countries.

Both sides commended the role of the large Armenian community in Uruguay, which, despite the geographical distance between the two countries, with its place in the Uruguayan society complements the existing strong historical and cultural ties in its own way.

In his remarks, Minister Mirzoyan touched upon the process of democratic reforms in Armenia, emphasising that adherence to democratic principles is aimed not only at strengthening the sovereignty of Armenia, but also at closer relations with like-minded countries, including Uruguay.

Minister Mirzoyan briefed his interlocutors on the security situation in the South Caucasus, the efforts for the normalization of relations with neighbors aimed at establishing lasting stability in the region. Ararat Mirzoyan presented the currently existing main issues in the draft treaty aimed at the normalization of relations between Armenia and Azerbaijan, the solution of which the Armenian side sees in well-known principles, through a clear commitment to territorial integrity and the inviolability of internationally recognized borders.

In the context of the development of the South Caucasus and the best use of logistical advantages, Ararat Mirzoyan emphasized the opportunities to be provided by unblocking the regional economic and transport communications based on the principles of respect for sovereignty and jurisdiction, equality and reciprocity.

Touching upon the targeted statements addressed by the international community in a period full of challenges for Armenia, Minister Mirzoyan added: “I am also here to express our gratitude for the principled positions that you have expressed at different times on key issues for Armenia.”

Foreign Minister of Armenia presented the efforts of the Government of the Republic of Armenia to address the needs of the 150,000 Armenians forcibly displaced from Nagorno-Karabakh during the last three years.

Ararat Mirzoyan answered other questions of interest to Uruguayan parliamentarians.

Former Brazil international Robinho arrested to serve rape sentence


Former Brazil international football player Robinho has been arrested to serve a nine-year prison sentence for rape, the BBC reports.

He was convicted two years ago in Italy for his part in the gang rape of an Albanian woman at a night club in Milan in 2013.

Robinho, 40, was arrested at his flat in his home city of Santos.

The Italian government had requested that he serve his sentence in Brazil after failing to get him extradited.

On Wednesday, a court in Brazil upheld the decision and also ruled that he should serve his time behind bars instead of under house arrest.

Earlier on Thursday, a Supreme Court judge rejected a request to halt his detention.

The decisive action taken by Brazil’s justice system has been praised by many on local media, who feared that Robinho would evade justice thanks to his fame and his wealth.

Congressional leaders urged to publicly demand Biden hold Azerbaijan accountable for Artsakh genocide


Armenian National Committee of America (ANCA) Chairman Raffi Hamparian called on Congressional leaders to publicly pressure the Biden Administration to take immediate action to hold Azerbaijan accountable for its genocide of Artsakh, and forcefully advocate for the safe and secure right of return for Artsakh’s Armenians.

In a March 21st letter to the leadership of the House and Senate, in addition to the leadership of the House and Senate Committees on Foreign Affairs, Armed Services, and Appropriations, Hamparian issued a scathing rebuke of the Biden Administration’s failure to prevent Azerbaijan’s genocide of Artsakh’s Armenians and its ongoing refusal to hold its dictatorial regime accountable for its aggression, noting the Administration’s refusal to heed the calls of dozens of bipartisan lawmakers in a series of letters and resolutions urging an immediate response to Azerbaijan’s blockade of Artsakh last year – which saw the region’s 120,000 Armenians deprived of access to food, fuel, medicine and humanitarian goods for 10 months. Hamparian stated the Biden Administration “not only failed to constrain Azerbaijan – but repeatedly enabled and emboldened Baku’s aggression.”

Specifically, the letter highlighted the Biden Administration’s refusal to impose meaningful costs on Azerbaijan by:

— Reauthorizing military assistance to Azerbaijan despite a campaign promise to enforce Section 907 of the FREEDOM Support Act, even in the wake of Azerbaijan’s occupation of sovereign Armenian territory in 2021 and its blockade on Artsakh in 2023.

— Failing to declare Azerbaijan’s 10-month siege of Artsakh a humanitarian crisis – legitimizing Baku’s use of starvation as a tool of negotiation.

— Ruling out the use of sanctions to constrain Azerbaijan’s aggression in a public statement by Special Advisor for Caucasus Negotiations Lou Bono – undermining U.S. leverage over Baku.

— Refusing to impose consequences on Azerbaijan following its military assault on Artsakh, despite having indicated during a hearing before the Senate Foreign Relations Committee that the U.S. would “not countenance any attempt at ethnic cleansing.”

— Committing only $15 million in humanitarian assistance to the 120,000 refugees forced from their homes by Azerbaijan – incommensurate with the dire needs of those displaced.

— Resuming high-level engagement with Azerbaijan in the absence of accountability – despite a commitment by Assistant Secretary of State for Europe and Eurasia James O’Brien that there would be “no business as usual” with Azerbaijan following its assault on Nagorno-Karabakh.

— Legitimizing a fundamentally asymmetric and unjust “peace process” between Armenia and Azerbaijan without demanding the immediate withdrawal of Azerbaijani forces from Armenian territory or an internationally guaranteed right of return for Artsakh’s Armenians.

— Authorizing the sale of F-16s and other defense articles to the Republic of Turkey, despite Turkey’s track record of regional destabilization – from its occupation of Cyprus, attacks on Kurdish populations in Syria and Iraq, and its support for Azerbaijan’s ethnic cleansing of Artsakh and occupation of sovereign Armenian territory.

Hamparian also drew attention to the electoral impact of President Biden’s abandonment of Artsakh’s Armenians, which will be front of mind for the million-strong Armenian American electoral constituency come November – with significant communities in key swing states, including Nevada, Michigan, and Pennsylvania poised to play an influential role in the federal elections. Armenian Americans have already voiced their dissatisfaction with the Biden Administration’s appeasement of Azerbaijan’s genocidal regime by voting “uncommitted” in key swing states – as reported in the New York Times, Washington Post, POLITICO, and USA Today.

The letter reaffirmed the need to ensure the immediate passage of H.R.7288, to repeal the presidential waiver authority of Section 907 of the FREEDOM Support Act and permanently enforce statutory prohibitions on military assistance to Azerbaijan; and S.Res.540 to force an investigation into Azerbaijan’s human rights abuses and reassert Congressional oversight over military assistance to Azerbaijan.

“This Administration’s failure to impose meaningful costs on Azerbaijan for its genocide of Artsakh only incentivizes further aggression,” Hamparian stated. “With the Aliyev regime publicly rejecting Washington’s mediation efforts, and withdrawing from multilateral peace talks, it is clear Baku believes there is more to gain through war than through peace.”

In calling for Congressional leaders to publicly urge the Administration to take tangible action to hold Azerbaijan accountable, the letter also stressed the need to ensure the immediate and unconditional release of illegally detained Armenian prisoners of war and Nagorno-Karabakh’s political leaders, and reaffirm the right of return for the indigenous Armenians of Artsakh – including safeguarding their individual and collective property rights and the full protection of religious and cultural heritage sites.
