Министр обороны Азербайджанской Республики генерал-полковник Закир Гасанов встретился с делегацией во главе с заместителем министра национальной обороны Турецкой Республики Джелалом Сами Тюфекчи, находящейся с рабочим визитом в нашей стране.
Накануне встречи гости посетили могилы Общенационального лидера азербайджанского народа Гейдара Алиева и выдающегося ученого-офтальмолога, академика Зарифы ханум Алиевой на Аллее почетного захоронения, а также Аллею шехидов и Мемориал в честь турецких воинов-освободителей, возложили венки и цветы, почтив их светлую память.
Затем в Министерстве обороны состоялась встреча с турецкой делегацией.
Поприветствовав гостей, генерал-полковник З.Гасанов выразил удовлетворение видеть их в нашей стране.
Стороны почтили светлую память военнослужащих обеих Армий, ставших шехидами в ходе боевых операций, и пожелали упокоения душ шехидов.
Министр отметил, что военное сотрудничество между Азербайджаном и Турцией, равно как и сотрудничество в других областях, неуклонно развивается. Было особо подчеркнуто, что стратегическое союзничество между Азербайджаном и Турцией построено на дружественных и братских отношениях.
Министр обороны отметил неоценимую роль дружеских отношений глав двух государств в достижении высокого уровня двустороннего сотрудничества.
Господин Дж.С.Тюфекчи, в свою очередь, выразил удовлетворение визитом в нашу страну. Была отмечена важность расширения двустороннего сотрудничества, основанного на взаимном доверии и поддержке.
На встрече, в которой также принимали участие посол Турецкой Республики в Азербайджане Джахит Багджи и руководство компаний оборонной промышленности братской страны, была отмечена значимость совместных проектов в области военного обеспечения. Было обсуждено дальнейшее расширение двустороннего сотрудничества в военной, военно-технической и других областях, а также вопросы региональной безопасности.

The Minister of Defense of the Republic of Azerbaijan, Colonel General Zakir Hasanov met with the delegation led by Deputy Minister of National Defense of the Republic of Türkiye, Mr. Celal Sami Tüfekçi, who is on a working visit to Azerbaijan.
Before the meeting Turkish delegation visited the graves of the National Leader of the Azerbaijani people Heydar Aliyev and prominent ophthalmologist, academician Zarifa Aliyeva in the Alley of Honor, as well as the Alley of Shehids (Martyrs) and Turkish Martyrs’ Cemetery. The guests laid wreaths and flowers and honored their blessed memory.
Then, the Defense Ministry hosted the meeting with the Turkish delegation.
Colonel General Z. Hasanov welcomed the guests and expressed his satisfaction with seeing them in Azerbaijan.
The sides honored memory of the servicemen of both armies martyred during the military operations, and prayed to Almighty Allah for the repose of their souls.
The Defense Minister noted that Azerbaijani-Turkish cooperation is constantly developing in all fields, including the military. He emphasized that the strategic alliance between the two fraternal countries is based on friendship and brotherhood.
The Minister noted that the friendly relations of the heads of two states plays an invaluable role in reaching a high level of Azerbaijani-Turkish cooperation.
C.S. Tüfekçi expressed his satisfaction with the visit to Azerbaijan. He expressed the importance of further expansion of cooperation based on mutual trust, confidence and support between the two countries.
The importance of joint projects in military provision was noted at the meeting attended by the Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to Azerbaijan Cahit Bağcı, and the leadership of the defense industry companies of the fraternal country. The meeting discussed further expansion of Azerbaijani-Turkish cooperation in military, military-technical and other fields, including regional security issues.

Sonra Müdafiə Nazirliyində türkiyəli nümayəndə heyəti ilə görüş keçirilib.
Qonaqları salamlayan general-polkovnik Z.Həsənov onları ölkəmizdə görməkdən məmnun olduğunu bildirib.
Hər iki Ordunun döyüş əməliyyatları zamanı şəhid olan hərbi qulluqçularının xatirəsi ehtiramla anılıb, tərəflər şəhidlərə Allahdan rəhmət diləyiblər.
Nazir Azərbaycanla Türkiyə arasında digər sahələrdə olduğu kimi hərbi sahədə də əməkdaşlığın daim inkişaf etdiyini bildirib. Ölkələrimiz arasında strateji müttəfiqliyin dostluq və qardaşlıq münasibətləri üzərində qurulduğunu xüsusi vurğulayıb.
Müdafiə naziri ölkələrimiz arasında əməkdaşlığın yüksək səviyyəyə çatmasında hər iki dövlət başçısının səmimi münasibətlərinin əvəzsiz rolu olduğunu qeyd edib.
Cənab C.S.Tüfekçi isə öz növbəsində ölkəmizə səfərindən məmnunluğunu ifadə edib. Ölkələrimiz arasında qarşılıqlı inam, etimad və dəstəyə əsaslanan əməkdaşlığın daha da genişləndirilməsinin vacibliyini bildirib.

US State Department Global Anti-Corruption Coordinator Visits Georgia


The U.S. Department of State’s (DOS) Global Anti-Corruption Coordinator, Richard Nephew, is visiting Georgia on January 17-18. During the visit, Mr. Nephew has already met with the Parliament Speaker Shalva Papuashvili, the Head of the Georgian Anti-Corruption Bureau, Razhden Kuprashvili, and the representatives of local CSOs.

During the meeting the parties discussed the functions and main directions of the Bureau. According to the information of the Georgian Anti-Corruption Bureau, Mr. Kuprashvili emphasized that “Georgia occupies a leading position in the global evaluation indexes with a low level of corruption”. He outlined the reforms carried out by the Anti-Corruption Bureau and talked about its future plans.

Discussions also focused on the digitization process and the development of the National Anti-Corruption Strategy. The importance of cooperation with international partners, exchange of experience and capacity building in the fight against corruption was also highlighted.

According to the information, the US DOS Coordinator Nephew affirmed that the US will support Georgia’s Anti-Corruption Bureau “in effectively implementing reforms in the fight against corruption.”

Meeting with CSOs

The U.S. Anti-Corruption Coordinator Nephew first met with local civil society organizations. The meeting was attended among others, by representatives of Transparency International / TI – Georgia, Institute for Development of Freedom of Information / IDFI, and Civic IDEA. According to them, the discussions focused on corruption issues in Georgia, including structural problems in the fight against corruption, elite corruption, and the functioning of the Georgian Anti-Corruption Bureau.

CEC 2024 Action Plan Criticized for Ignoring Emigrant Vote


The Georgian Central Election Commission has published its 2024 Action Plan. The CEC’s press release states that “the Action Plan 2024 has been developed taking into account the Election Administration Strategy 2023-2026”. The Action Plan has been criticized by the opposition parties Girchi-More Freedom and Droa, which has been conducting a “Ballot box in your city” campaign for ignoring the issue of emigrants’ voting in the Action Plan.

Most of the activities reflected in the Action Plan include measures for training/informing various target groups about the electoral process. Among the main directions of the Action Plan, the press release of the CEC mentions “informing and educating the public, developing the process of litigation, increasing administrative efficiency, capacity building, harmonizing electoral operations with legislative (technological) innovations and the use of technology in the electoral process”. 

The allied political parties Girchi- More Freedom and Droa reacted to the Action Plan and the budget for 2024, on January 17, with a statement criticizing the CEC for ignoring the issue of emigrant voting:  “The CEC completely ignores emigrants. The electoral administration has approved the Action Plan for 2024, in which not only is there nothing about the participation of emigrants in the elections, but citizens living abroad are mentioned only once, in the part about the dissemination of information”. According to the statement, this is “indicative of the goal of the CEC and Dream – to leave more than a million Georgian citizens behind and deprive them of their right to vote”. 

The statement by Girchi-More Freedom and Droa notes that “the CEC has not omitted such issues as the modification of the informative-educational Internet game and the conduct of a survey on the satisfaction of the employees of the CEC office, but fails to address the issue of voting by emigrants”.

Girchi-More Freedom and Droa note that the Action Plan “lists the creation of new infrastructure as a separate task, for which the CEC intends to hold workshops with state/local self-government bodies on the allocation of buildings for polling stations”. However, the statement emphasizes that the issue of opening additional polling stations abroad, necessary for the participation of emigrants in the elections, is not addressed at all.

The statement says that the CEC budget for 2023 indicates that emigrant vote is not a priority for the state, citing the absence of relevant items, such as the necessary electoral infrastructure abroad or insufficient funds for training local staff to open polling stations abroad.

The opposition political parties stress that “without the participation of one third of the electorate, the 2024 elections cannot be considered legitimate” and call on the CEC to “ensure, instead of destruction and sabotage, that more than one million Georgians participate in the elections and that they are held legitimately”.

On November 28, 2023 the allied “Girchi-More Freedom” and “Droa” parties announced a “Ballot Box in Your City” campaign, calling on Georgians abroad to request the opening of polling stations in cities where there is no Georgian consulate. They want to take advantage of a provision in the electoral code that provides for the opening of ballot boxes in areas where at least fifty Georgian citizens request to vote. At the briefing of “Girchi-More Freedom” and “Droa” on December 19, 2023 the leaders said that the collection of signatures to open polling stations abroad is underway in 42 cities abroad and has been completed in three cities.
