Azerbaijani government working group reports on measures to assist Karabakh Armenians


On the instructions of the President of Azerbaijan, a working group has been set up to address social, humanitarian, economic and infrastructure issues in the Karabakh region under the leadership of Deputy Prime Minister Shahin Mustafayev, according to Azerbaijan in Focus, reporting Turan.

This is stated in the report of the Azerbaijani Presidential Administration.

The working group operates within the coordination headquarters for centralized resolution of issues in the liberated territories of the Republic of Azerbaijan.

The working group includes representatives of the Ministries of Economy, Labour and Social Security, Agriculture, Internal Affairs, Health, Science and Education, “Azerenerji”, “Azerishig”, “Azerigaz Production Association”, “State Roads Agency” and other structures.

Since 20 September 2023, the working group has implemented measures as follows:

– on 22 September 2023, the Ministry for Emergency Situations (MES) sent 2 trucks with 40 tonnes of food and hygiene products and 2 trucks with bread for Armenian residents along the existing Aghdam-Askeran-Khankendi road;

– MES set up tent cities for 1,000 people in Aghdam, Fizuli and Kelbajar to provide first aid and food to Armenian residents. Local police forces, military personnel and civilian workers are providing first aid and appropriate support to the Armenian residents;

– at the request of representatives of Armenian residents at a meeting held in Yevlakh on 21 September, fuel and lubricants will be provided, primarily for kindergartens, emergency medical services and firefighters;

– Lachin-Khankendi road is open for peacekeepers to use and deliver food and essential supplies;

– conditions have been created for the ICRC to transport food, medicines and baby food along the Aghdam-Askeran-Khankendi and Lachin-Khankendi roads, as well as for the deployment of additional staff to Khankendi from the organisation’s head office in Geneva and representative office in Baku;

– necessary facilities were created for the evacuation of persons in need of medical assistance to Armenia on the basis of an ICRC request.

Karabakh residents apply for Azerbaijani citizenship, and foreign attaches visited the outskirts of Khankandi


The Ministry of Internal Affairs of Azerbaijan began to receive applications for citizenship from the Armenians of Karabakh, noted the head of the press service of the Ministry of Internal Affairs, Elshad Hajiyev, according to Azerbaijan in Focus, reporting Turan.

“Among the residents of Karabakh of Armenian origin, there are those who have applied to obtain Azerbaijani citizenship. Any resident of Armenian origin living in this territory can apply for this; their affairs are in the spotlight,” Hajiyev said.

He did not specify the number of applicants and how their cases would be considered.

Also, a group of military attaches of foreign embassies accredited in Baku visited the outskirts of Khankandi city. Among them were the attachés of Russia, Iran, Belarus, China and Kazakhstan.

Azerbaijani FM: There are real chances to reach peace agreement between Azerbaijan and Armenia in short span of time


Azerbaijan’s Minister of Foreign Affairs Jeyhun Bayramov has met with a special representative of the Foreign Minister of the Russian Federation for the normalization of Azerbaijan-Armenia relations Igor Khovayev, according to Azerbaijan in Focus, reporting AzerTac.

The meeting saw discussions on prospects of the peace process between Azerbaijan and Armenia, the current situation, and the latest developments in the region, as well as the outcomes of the “3+3” meeting held in Tehran, Iran.

Minister Jeyhun Bayramov pointed out that there are real chances to reach a peace agreement between Azerbaijan and Armenia in a short span of time, as Azerbaijan had regained control over its sovereign territories as a result of the local anti-terrorist measures conducted against the illegal Armenian armed forces, which had not been withdrawn from the Azerbaijani territories, contrary to the obligations, over the past 3 years.

He noted that all the conditions had been provided for the Armenian residents of Karabakh to live as Azerbaijani citizens in accordance with the legislation of Azerbaijan, adding that the relevant portal for reintegration purposes had been launched in this regard.

They also exchanged views on other issues of mutual interest.

Azerbaijani, Russian FMs talk over phone


Azerbaijan’s Minister of Foreign Affairs Jeyhun Bayramov had a telephone conversation on Tuesday with his Russian counterpart Sergey Lavrov, according to Azerbaijan in Focus, reporting AzerTac.

The discussions revolved around the bilateral and multilateral cooperation agenda between Azerbaijan and Russia, prospects of the Azerbaijan-Armenia peace process, current situation in the region, outcomes of the “3+3” meeting held in Tehran, Iran, as well as the agenda of the upcoming meeting of the Council of Foreign Ministers of the Caspian littoral states to be held in Moscow in December this year.

The ministers noted that there are real chances to establish lasting peace between Azerbaijan and Armenia, stressing the importance of grabbing the historic opportunity that has emerged in the region today. They also exchanged views on other issues of mutual interest.
