Parliament Drops Law On De-Oligarchization


On September 19, during the third hearing in the Georgian Parliament, the deputies dropped the law “On De-oligarchization”. The law was presented to the Parliament by Anri Okhanashvili, chairman of the legal committee.

The proposed de-oligarchization law was rejected by the Venice Commission of the Council of Europe in June this year. According to the Commission, the law had a “personal” rather than a “systemic” approach by targeting specific individuals as “oligarchs,” which was cited as a potential for political abuse and arbitrary application.

The intention to vote down the law was announced by the GD Chair Irakli Kobakhidze during his briefing on September 17. Calling on MPs to vote against the law before it was introduced Okhanashvili said: “We have held consultations with our [European] partners and have agreed that this issue cannot be regulated by law, and an action plan will be approved by the government in the near future, which will also be approved as a result of the consultation, so it is better to deal with the issue in this way”.
