Kazakhstan Aims To Protect The Blue While Going Green – Analysis

Kazakhstani President Kassym-Jomart Tokayev gave a speech on 1 September focusing on economic issues and domestic development. Some key energy and environmental issues were discussed that are particularly noteworthy, given the globe’s climate and environmental challenges: Astana will focus more heavily on protecting the country’s water resources, which has an unavoidable foreign policy component. Moreover, the Kazakhstani government aims to turn to green energy and is similarly considering nuclear power.

Protect the Blue

Several water-related initiatives were mentioned during the speech, including creating a National Hydrogeological Service. Moreover, the president pledged that the “entire water management system” of the country will undergo reform. “Taking into account the population and economic growth trends, by 2040, the water deficit in Kazakhstan could reach 12-15 billion cubic meters,” he warned.

As a landlocked state suffering from climate change and global warming, Kazakhstan must protect and preserve its precious water resources, including Lake Balkhash, the Aral Sea, the Ural River, and the Caspian Sea. In an essay for the academic journal SAIS Review of International Affairs, titled “Kazakhstan’s Green Strategy: Keeping the Steppe Green,” I discussed Kazakhstan’s environmental challenges, including water issues.

Interestingly, the country’s four major water bodies are all shared with neighboring states: the Ural River is born in Russia; the Aral Sea is shared with Uzbekistan; Lake Balkhash is fed by the Ili River, which originates in China; while Azerbaijan, Iran, Russia, Turkmenistan, and Kazakhstan share the Caspian Sea. Each body of water presents its own set of challenges. For example, the waters of the Ural are polluted by Russian industrial waste before arriving in Kazakhstan. The shrinking of the Aral Sea has been well-documented. Similarly, China is building dams and irrigation projects as part of its controversial development projects in Xinjiang province (which borders Kazakhstan). These projects are, and will continue to, affect water flows to Lake Balkhash.

Finally, the Caspian Sea faces various challenges, such as pollutionmarine life depredation, and climate change’s effects. The Convention of Tehran was signed in 2003 to protect the Sea, but this has largely not occurred. Ironically, in the middle of the war in Ukraine, Moscow ratified the Moscow Protocol to the Convention this past 15 August. “The Protocol is now ratified by all the five members of the Tehran Convention and will be the second Protocol to the Convention to enter into force,” explains the Convention’s website.

In his September speech, President Tokayev highlighted the importance of regional cooperation to address water issues without naming specific countries or issues: “Our country depends on transboundary water resources. The rivers and canals of Eurasia are a common natural heritage designed to unite peoples and economies. On this issue, you must always find understanding and mutually beneficial consensus with your neighbors and friends. Therefore, carrying out a verified water policy and resolving issues of transboundary water use are the most important tasks of the government.”

Thus, Kazakhstan must draft a comprehensive and rational policy for the future of the country’s water bodies. The country’s devastating 2021 drought and current water shortage in southern Kazakhstan are reminders that new water policies and strategies cannot wait.

Moreover, as the president mentioned, water policies can be a catalyst to promote Central Asian and Trans-Caspian regional cooperation, given that other regional states have similar water-related challenges. Joint water policies must be implemented rather than fighting over water. (Coincidentally,  a recent Foreign Policy article is provocatively titled “The Water Wars are Coming to Central Asia,” hopefully that will not occur.) “Water resources are no less important for our country than oil, gas, or metals,” the Kazakhstani leader proclaimed.

Going Green

Besides protecting Kazakhstan’s water resources, the president said Astana is also looking to focus on a green economy as the global transition to clean energy “is inevitable.” The country’s current goal is to be carbon neutral by 2060. Renewable energy generation is slowly growing, which will help achieve this objective. The president said total generation increased by 5% over the past five years, and “by 2027, another 1.4 gigawatts of capacity will be added.” “The development of hydroelectric power stations deserves special attention,” noted Tokayev, in addition to developing better energy storage systems and engaging in carbon trading.

Currently, Kazakhstan heavily relies on coal for energy production, a significant pollution source, particularly in areas like Almaty, where air pollution is a problem, while gas energy remains limited. Hence, President Tokayev stressed the need to “gasify” the country by accelerating the construction of new gas processing plants. “Expanding the resource base of commercial gas is a priority task for the government and the national gas company. It is necessary to accelerate the construction of new gas processing plants, as well as the full involvement of existing processing capacities.”

Moreover, the Astana International Financial Centre (AIFC) was called out, with the president noting that the AIFC must become the leading platform in the region for attracting green funding. The Centre has already created the Green Finance Centre (GFC) for this objective; however, the GFC’s effectiveness so far has been limited.

“Kazakhstan, in principle, should not import electricity and be dependent on neighboring countries,” Tokayev concluded. Given the complex international situation and the possibility of future inter-state tensions and conflict, countries across the globe are eagerly attempting to minimize their energy dependency and create supply chains with reliable partners, not potential foes.

Going Nuclear?

Finally, President Tokayev pronounced that the Kazakhstani people should decide on the potential construction of a nuclear power plant via a referendum. A nuclear power plant could certainly address energy and pollution problems simultaneously. Moreover, Astana has vast uranium reserves, which Kazatomprom extracts; hence, uranium supply for a hypothetical nuclear plant would not be a challenge.

Nuclear energy is a sensitive topic for Kazakhstan, given that the country was the site of dozens of nuclear tests during the Soviet Union era. The effects of testing and radiation continue to affect the population and environment today. (Togzhan Kassenova’s Atomic Steppe book summarizes nuclear testing during Soviet times and independent Kazakhstan’s decision to eliminate its nuclear arsenal.)  The Kazakhstani leader outlined the country’s options: “On the one hand, Kazakhstan, as the largest uranium producer in the world, should have its own nuclear power generation. Some experts are in favor of building stations with small reactors. On the other hand, many citizens and a number of experts have concerns about the safety of nuclear power plants. And this is understandable, given the tragic legacy of the Semipalatinsk nuclear test site.”

In a 9 September LinkedIn post, Alessandro Blasi, Special Advisor to the Executive Director of the International Energy Agency (IEA), noted: “the energy crisis triggered by Russia’s invasion of Ukraine is changing the thinking and approach on the role of nuclear power in the #future energy mix of many countries, including across Europe and elsewhere.” Blasi also mentioned the newer, smaller reactors currently available: “also [there is] progress in new small modular reactors, [which are] easier to finance, build and with much improved waste management, is creating big expectations.” Earlier this year, I wrote an analysis of Uzbekistan’s plans for a power plant for Geopolitical Monitor; thus, at least two Central Asian states are considering going nuclear.

Astana has not disclosed a specific date for this referendum. Hence, it is too soon to predict how the population will vote and whether this project will progress. What is certain is that Kazakhstan needs more reliable sources of energy.

As a final point, it is worth noting that the Energy Week Central Asia Mongolia Summit will occur in Astana on 19-20 September. Some of the scheduled speakers include Vice-Minister of Energy Erlan Akkenzhenov, Deputy Minister of Foreign Affairs Nazira Nurbayeva, and the Deputy Chairman of Kazakh Invest Zhandos Temirgali, among regional and extra-regional government officials, experts and industry representatives. Hence, new details regarding Kazakhstan’s energy plans may be announced soon.

President Tokayev’s 1 September speech addressed various issues; critical areas for Astana are protecting water resources, promoting green energy, and considering nuclear power. Water security, environmental protection & combating climate change, and energy independence continue to represent some of the defining issues of the 21stcentury for countries across the globe.

Sánchez: Spain Must Ditch ‘Peripheral’ Role, Offer EU Leadership

(EurActiv) — It is high time Spain imposed itself as a leading EU country instead of staying “at the periphery,” Prime Minister Pedro Sánchez told the national employers association on Friday (15 September), as the Spanish EU Council presidency published a paper on the bloc’s ‘Open Strategic Autonomy’.

Fed up with its “peripheral” position in EU debates, Sánchez announced Madrid was ready to take centre stage and become a leading member state, joining the likes of France, Germany or Italy.

“For too many decades we have been satisfied as a peripheral country, a secondary actor in the negotiations in Brussels, following the positions set by other larger or more influential member states,” Sánchez said during the presentation of the paper to the association.

“We must put an end to this dynamic and we must exercise leadership in Europe from the South, a leadership that is undoubtedly inclusive, that listens to and respects the positions of the 27 member states.” 

A Spanish official told Euractiv on condition of anonymity the general mood was that of “enough with being a young member state”.

“We were learning, we were adapting [and] following the leadership of larger member states. We now feel Spain has the maturity […] to have a more leading role in the future of the EU”.

“Inclusive” leadership

To this effect, the Spanish presidency published a non-paper titled ‘ResilientEU2030’, outlining what the bloc’s priorities should be for the next seven years and effectively staking its claim to shape policy in the years ahead.

The document, prepared in partnership with 80 different public bodies from all member states, sets out a “vision” for future EU policymaking “to guarantee the economic resilience and global leadership of the European Union in this decade”, Sánchez said.

This kind of blue-sky thinking, the Spanish official argued, is precisely what this new, “inclusive”, leadership is all about: “We created this project in which the 27 member states have been active […]. This is a kind of leadership that we feel we have to play”.

Spain should no longer be treated as “unequal,” he added, in a thinly veiled criticism of historically bigger and louder member states, but should instead be “a leader among equals”.

Such a move has apparently been positively received by other EU capitals. 

“I can tell you that many member states were very happy with that, they were explicitly letting us know that they were very, very happy with Spain having this role in which we want to be a leader, but at the same time a very inclusive one, in which even the smaller member states are here and we consider them equally important,” the official added. 

Beyond leadership signalling, however, the 81-page non-paper lacks concrete policy proposals.

It speaks of existing and future vulnerabilities the EU might be facing and acknowledges that the EU must “monitor foreign ownership,” “control strategic sectors,” and “launch a new trade expansion,” among others.

There are no proposals for how these could be tackled, however.

Spain chose “not to propose new policies because we feel that 2024 is not going to be a good year for this,” as European elections loom, the Spanish official explained.

Instead, it is all about setting a “strategic vision,” independent of concrete policy efforts Spain could undertake until the end of its Presidency rotation on 31 December.

Gaining momentum

Spain’s influence can already be felt in several aspects of EU policy-making.

In the European Parliament, it occupies a leading role in the biggest political group, the conservative European People’s Party (EPP), where it is the second biggest national delegation with 13 seats and occupies several chairmanships of parliamentary committees. 

Meanwhile, the Parliament’s second largest group, the Socialists & Democrats (S&D) is chaired by Spaniard Iratxe García, and Spain’s socialist party PSOE is the largest within the group. 

In the EU Council, as Spain is governed by a progressive coalition and holds the EU Council Presidency, the country’s vice president and Ecological Transition Minister Teresa Ribera have had a key role in brokering energy and green files. 

And Spain might soon also get hold of the European Investment Bank’s leadership, as the bank’s current vice president, Economy Minister Nadia Calvino, is tipped as the leading candidate in the race for the EIB presidency, alongside her Danish counterpart Margrethe Vestager.

 Senator Menendez Presses State Department on Its Actions Regarding Lachin Blockade, Assembly Submits Testimony

“Is it so important to us that we cozy up to someone who is in the process of creating ethnic cleansing? Is that the side of history the US wants to stand on?” concluded Senator Menendez.

Conveying the extent of bipartisan concern over the humanitarian crisis, Ranking Member Senator Jim Risch (R-ID) stated in his opening remarks that “tensions are rising again between Armenia and Azerbaijan” and that “ending this conflict would bring peace to a fractured region.”

“The US, along with our European allies, have an important role to play in the future of the Caucasus. Our action in response to the crisis in Nagorno-Karabakh will be key to broader US policy towards the region.”

In her opening statement, Assistant Secretary Kim said that the State Department shares Senator Menendez’s “sense of urgency.”

“We are deeply concerned by the continued closure of the Lachin Corridor and the impacts this closure is having on the people of Nagorno-Karabakh,” said Kim. She emphasized that the State Department views the “status quo as completely unacceptable” and that they will “not stop working until we have a resolution.”

“We have consistently said that that Corridor must be open to commercial, humanitarian, and private traffic,” she continued. “We have conveyed that message both publicly and privately to all levels of government in Azerbaijan on numerous occasions. Access to food, medicine, baby formula, and energy should never be held hostage.”

Kim stated that there should be no more delays and that it’s “essential for these supplies which have been ready to move in weeks to finally be delivered to the people of Nagorno-Karabakh now.”

She continued that the State Department is encouraging “all sides to work constructively” as the “only path forward is through dialogue.” Kim added: “We believe peace between Armenia and Azerbaijan would have cascading benefits for the region.”

Assistant Secretary Kim also said that “we have made clear that the rights and security of ethnic Armenians in Nagorno-Karabakh must be protected. This is an essential element of any durable and dignified peace agreement.”

Concluding her statement, Kim said that the US will not support any effort or action to “ethnically cleanse or commit other atrocities against the Armenian people of Nagorno-Karabakh,” reiterating that the “current humanitarian situation is not acceptable.”

Senator Menendez asked Kim if she shared his and the International Court of Justice’s (ICJ) assessment that the blockade presents a real and imminent risk to the health and life of Armenians, to which she agreed and again stated that the State Department shares his sense of urgency.

He then countered by asking what the State Department is doing to avert Azerbaijan’s military escalation, to which Kim responded that the US will not tolerate an attack on the people of Nagorno-Karabakh. Senator Menendez pointed out that Azerbaijan is not abiding by the 2020 ceasefire agreement and that “we are just asking them to live up to their agreements.” By not doing so, Senator Menendez observed that the US has “only emboldened Aliyev.”

Senator Pete Ricketts (R-NE) observed that Armenia prioritized its relationship with Russia militarily and economically “mainly because it’s the only game in town for security in Nagorno-Karabakh.”

Senator Ben Cardin (D-MD) said he agreed with Senator Menendez that the “humanity crisis is horrible” and each day that the US waits, “more people are dying.”

“The US needs to take decisive action,” he stated. “When you routinely give waivers under Section 907, you’re saying that Azerbaijan has demonstrated steps to cease all blockades and uses of force against Armenia and that’s just not the case, so we lose credibility when that happens when we aren’t prepared to take decisive steps based on our values.” He asked Kim why the waiver continues to be exercised since it sends the wrong message.

Assistant Secretary Kim responded that President Biden and Secretary Blinken have “made clear that human rights and values are at the center of our foreign policy.” She stated that “none of the assistance” the State Department provides is used for “offensive action against Armenia and it’s in the national security interest.” Kim said that the State Department continues to carefully review Section 907.

Senator Chris Murphy said that “gentle diplomacy” does not seem to be effective when dealing with President Aliyev. He concluded that while distancing itself from Russia, the US is “turning from dependence on one dictatorship to a different dictatorship and the question now becomes are we funding Azerbaijan’s efforts to impose a brutal blockade on the Armenian people.”

Senator Chris Van Hollen (D-MD) also raised concerns about Section 907 and asked Kim if US assistance was having a positive impact on the negotiations between Armenia and Azerbaijan, and the region as a whole. Kim responded that the Statement Department is going “through those issues very thoroughly.”

“I hope you don’t exercise the waiver because I don’t think the conditions on the ground merit it,” noted Senator Van Hollen.

Senator Menendez wrapped up the hearing by elaborating on the US’s values and principles. The Assembly’s testimony was also included for the record.

“If there is a country in the world that stands for human rights it’s the US,” he said. “Speaking of it [human rights] is meaningless. It’s a hollow promise without action.”

Earlier this week Senator Menendez delivered a speech on the Senate Floor where he said that the US “can’t look away at a systematic attempt to eradicate and erase an entire people from the face of the Earth…We must stop [Aliyev] from starving these Armenians to death.”

In the Assembly’s testimony, Executive Director Bryan Ardouny noted the hearing’s “critical timing” as the Armenian people are “now confronted with genocide and ethnic cleansing from their ancestral lands for the second time in little over a century.”

The testimony referenced the ICJ’s ruling to open the Lachin Corridor as Azerbaijan continues to “starve the Armenian people living in Nagorno-Karabakh, going so far as to deny even access to the International Committee of the Red Cross (ICRC), as well as the governments of Armenia and France, all of which have tried to deliver humanitarian supplies via the Lachin Corridor to the people of Artsakh.”

The Assembly reiterated its call for USAID to deliver aid directly to Stepanakert and urged “the Administration to use the considerable tools at its disposal not only to end the humanitarian crisis, but also help stop a genocide,” and can start by enforcing, and not waiving Section 907 of the Freedom Support Act.

“History has shown that appeasing dictators only serves to embolden them. President Biden has repeatedly said in his State of the Union addresses that the United States must stand in defense of democracies in the face of autocrats who want nothing more than to see democracy fail. The US has taken a strong stand in support of democracy in Ukraine and should do so for Artsakh and Armenia.”

“The Assembly’s position is clear,” concluded Ardouny in the Assembly’s testimony. “Stand up for democracy and human rights, oppose genocide and end the blockade of Artsakh.”

Azerbaijani President Ilham Aliyev has joined as an “honored guest” a gathering of leaders of the five Central Asian countries.

A series of demonstrative anti-Russian statements, and the hosting of an unprecedented military exercise with U.S. troops, has raised speculation that Armenia’s slow drift away from Russia may be reaching a breaking point.

Armenia’s foreign minister on September 13 said his country has received “new proposals” on a potential peace deal from bitter rival Baku, hours after his Azerbaijani counterpart said Baku was prepared to allow the Red Cross to transport humanitarian aid into Nagorno-Karabakh on a regular basis.

Officials in the breakaway region of Nagorno-Karabakh said a Russian truck carrying humanitarian aid arrived on September 12 in the region via territory controlled by Azerbaijan, the first time such a crossing has been allowed in more than three decades.

Heads of state participating in 5th Consultative Meeting viewed EXPO Central Asia 2023 exhibition in Dushanbe [PHOTOS]

President of the Republic of Azerbaijan Ilham Aliyev and other presidents participating in the 5th Consultative Meeting of the Heads of State of Central Asia have viewed the EXPO Central Asia 2023 exhibition in Dushanbe.

The exhibition organized with the support of the government of Tajikistan features leading companies and their products.

The purpose of the exhibition is to introduce products of manufacturing companies and strengthen trade cooperation between countries of Central Asia.

The pavilions of Central Asian countries demonstrate a large assortment of light industry and cocoon production, hydropower and innovative equipment, household appliances, as well as meat products, dairy products, dried fruits, canned food, soft drinks and other products.

Cars, passenger and cargo vehicles, military defense vehicles, as well as agricultural equipment from Central Asian countries were on display in the open area of the exhibition.

The exhibition also featured the results of activities and achievements of the International Fund for Saving the Aral Sea and the World Health Organization.

The exhibition also provided detailed information about trade along the Silk Road, which took place in ancient times, and the activities of Tajik artisans in different periods.

The hydropower resources of Tajikistan were demonstrated in a separate corner.

Then the heads of state visited an exhibition of industrial products of Uzbekistan, Kazakhstan and Turkmenistan.

It was noted that the organization of such a large regional exhibition contributes to the expansion of trade cooperation, the development of production workshops and enterprises, and an increase in the range and volume of industrial products in the countries involved.

As the House considers the Defense Appropriations Bill, Representatives Adam Schiff and Jake Auchincloss are urging Congress to cut off aid to Azerbaijan.

“The ongoing blockade of the Lachin Corridor by Azerbaijan has cut off essential aid to over 120,000 people. Time is of the essence. The blockade must end,” Rep. Schiff said in a video message.

“The blockade must end. The USA can’t let Azerbaijan starve the Armenian population in Artsakh into submission,” Rep. Auchincloss stated.

The Minister of Defense provided information on the movements and concentration of Azerbaijani armed forces along the borders, regular provocations, and shootings targeting Armenian outposts, as well as parallel to this, the frequent dissemination of disinformation.

“Azerbaijan and the countries of Central Asia are bound by the centuries-long brotherhood ties of our peoples. What You Need To Know: 

The ongoing Azerbaijani blockade of food, fuel, and medical supplies from reaching the Armenian statelet of Artsakh, also known as Nagorno-Karabakh, and home to around 120,000 people has today triggered the creation of a new anarchist group – Anarchist Artsakh. 

The blockade dates back to Soviet-era territorial claims both Azerbaijan and Armenia have to the Nagorno-Karabakh region, which is situated inside Azerbaijan, but in which, ethnic Armenians make up 95 per cent of the population. Following the collapse of the Soviet Union in 1991, both nations took up arms against one another over the area.

The first Nagorno-Karabakh conflict, (1991-94) left Armenia with the majority of the autonomous zone. Following a 2010 strategic partnership agreement with Azerbaijan Turkey has become a key player in the conflict, supplying Azerbaijan with military aid when fighting broke out again in July 2020. This material support, alongside the aid of Syrian mercenaries, enabled Azerbaijan to recapture swaths of the Nagorno-Karabakh before a ceasefire was brokered by Russia in November 2020. The gains made by Azerbaijan in 2020 left Nagorno-Karabakh surrounded. 

Anarchist Artsakh:

The group, in their first post on Telegram stated, “Comrades! A new front of anarchist resistance is maturing. This time Artsakh. For almost a year now, the fascist government of Azerbaijan has kept the local Armenian population under complete blockade, seeking forced submission from the Armenians. 

The dictatorial power of Ilham Aliyev is actually starving our people in order to subjugate them, assimilate them and deprive them of the freedom for which we have fought for a very long time. In the territories occupied in 2020, the occupiers are destroying our cultural objects in order to erase our traces from our own lands. 

We already had the sad experience of living under the rule of the Azerbaijani leadership in the 1980s – 1990s. We will no longer allow the fascists to enslave our people. We – Armenian anarchists – will fight for the freedom of our (and not only our) people. Most likely, the Azerbaijani tyrants will soon begin a ground operation on the territory of Artsakh. We are trying to organise ourselves to resist the onslaught of the imperialists.

Comrades! We ask you to support us in our fight. After all, solidarity is our main weapon. Help spread the word about the chaos going on. Glory and freedom to all oppressed peoples!” 

The current siege is the result of the December 2022 blocking of the Lachin Corridor, a lifeline between Armenia and Artsakh by Azerbaijan, which claims that Armenia has been using the corridor to smuggle arms. 

Russian Mediation?: 

However, on early Tuesday, a truck carrying Russian humanitarian aid was given access through Azerbaijani territory to the besieged region’s capital, Stepanakert. According to DW, the Russian Foreign Ministry claimed the aid package represents “a first step” to resolving the crisis. It is unclear if this move by Russia will satisfy the clearly frustrated members of Anarchist Artsakh.

What and whom Armenia serves is still opaque. The pseudo-independent state, which once had ninety percent of its border territory under the control of Russia, today is gradually breaking away from the influence of Russia and trying to hand over its territories to the West.

We would not be wrong if we say that 2020 is the year when Azerbaijan restored its territorial integrity and simultaneously a period that political players swapped over Armenia. The 30-year occupation seemed to have led Armenia into a deep sleep under the shadow of Russia, and its inability to wake up from that sleep has kept it far off the political ground in the region. In addition, Armenia’s lack of appreciation for the opportunities it had and its short-sighted behavior left it in a desperate situation. The question is, why has Armenia never been able to benefit from the fact that it is surrounded by countries with strong economies in the South Caucasus, such as Azerbaijan in particular?

Although the answer to this question needs an in-depth interpretation, it can be enough to consider the events happening today. If we look at recent events, we can witness that Armenia has plunged into an extremely complex political game. Especially by partially skipping the Russian factor, Pashinyan seems to have given a bit more privilege to the Western forces. As they look more active in the South Caucasus today creates the impression that Yerevan is being played on a gambling table. Being in a confused state in political games, Armenia backs the wrong horse; completely ignores the priorities for the future of its country, and is currently trying to turn the region into a battleground between the West and Russia.

After the full operation of Azerbaijan’s Lachin State Border Checkpoint, Armenia began to seek refuge in the West. So, starting from January 2023, the European Union Mission group, whose real mission is unknown, suddenly appeared in the region. First, under the guise of humanitarian aid to Armenian minority in Garabagh, and then by misinterpreting Armenian armed provocations, the mission group began to expand its activities.

Yesterday, the mission group celebrated the opening of its base with a new name – European Union Mission in Armenia (EUMA) in the town of Ijavan, Tavush province of Armenia. It is noted in the information that this is already the 5th base of EUMA opened in the territory of Armenia so far. I wonder what the head of the mission Mr. HoM Markus Ritter intends to do in Armenia by opening so many bases.

If the mission group or EUMA has any interest in the conventional borders between Azerbaijan and Armenia, then it would be a more objective step for some of their representatives to come to Azerbaijan as well, to observe the situation from the flipside of the event. If we are talking about eliminating tension and ensuring security in the region, there is an answer here – Armenia and Azerbaijan, as two independent states, are capable of ensuring peace between themselves. However, there is an exception, which is Armenia’s taking an adequate step… But what does EUMA do for this? Is the mission group really taking purposeful steps for peace talks to take place?

Two days ago, after a long wait, a truck with food belonging to the Russian Red Cross Committee on the Aghdam-Khankendi route was able to enter Khankendi. This plan was actually an unambiguous solution to some groundless disputes surrounding Lachin BCP. Unfortunately, the European Union mission group and many representatives of the West expressed their “true intentions” by showing a stronger and pro-Armenian position regarding the border with Lachin. In particular, the ICRC’s involvement in political rather than humanitarian issues has made it somewhat of a spy for the West. If the separatists in Garabagh did not accept the food sent from Azerbaijan, it was an internal matter, but the fact that the Western forces did not let in the food sent from Russia this time began to look like the West was deviating from its mission.

It means that the West intends to put pressure on Russia through Armenia, and this means that external forces want create a battle ground for themselves in the region. As I mentioned earlier, Armenia completely confuses internal politics and tries to create tension instead of peace in the region. As a tool in the hands of certain forces, it deliberately exaggerates the issue of the Armenian minority living in Azerbaijan’s Garabagh economic region and deliberately focuses the attention of the outside audience on the region.

In fact, this is the helplessness and incompetence of Pashinyan, who cannot find a common language with the other side, i.e. Azerbaijan. All these are factors that lead to his repeated lies and denial of what he says. Pashinyan chooses not just what is in front of him and what is available to him, but on the contrary, he chooses the means that is wide of the mark and can put his country and the region in danger. The reason is simple – Armenia’s lack of perspective and political agenda and inability to see the error of its ways and most importantly, yet finding hard to recover from the trauma of 2020. These factors still seriously prevent Armenia from choosing the right path

Kidnapped Nagorno-Karabakh students reportedly released after 10-day detention in Azerbaijan 15:44, 7 September 2023

YEREVAN, SEPTEMBER 7, ARMENPRESS. The Azerbaijani media have reported the release of the three Nagorno-Karabakh students who were kidnapped by Azeri border guards while traveling to Armenia through Lachin Corridor in late August. 

The three men were kidnapped and subsequently jailed on August 28. Azeri authorities had announced that the men would be jailed for 10 days for allegedly “dishonoring” the Azeri flag.

The kidnapping was condemned by the Armenian Foreign Ministry as a gross violation by Azerbaijan of the “Trilateral Statement of November 9, 2020, legally binding Orders of the UN International Court of Justice and open contempt for the unequivocal and targeted calls of the international community, including voiced by members of the UN Security Council.”

Josep Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy, on Monday reviewed his visit to Georgia last week by saying the bloc wanted to “see Georgia succeeding on its European path”.

In an article over the visit, the bloc’s top diplomat noted “there is no doubt for the European Union that Georgia belongs to the European family”, and further highlighted the “overwhelming” European aspiration of Georgian citizens.

During my stay, all my interlocutors made a plea for Georgia to receive candidate status to the EU shortly. It is a call that we have heard over the past months consistently from the authorities, from the opposition and from the civil society representatives”, Borrell said.

The EU official stressed one of the “main” challenges on the European path for Georgia was the “strong” political polarisation, and for the country to become an EU candidate, “all political forces need to work together constructively”.

The EU accession process is a national endeavour that needs to stand over party politics. All institutions have to work together, i.e. cooperate. Georgian leaders should not miss this historic opportunity”, he noted.

Borrell added there were no “shortcuts” to EU accession neither for Georgia, nor anyone else as the enlargement process always followed “clear” criteria. 

It requires, for sure, hard work, political will and clear commitment to the European Union’s values. […] This hard work is worth it, not only to become a member of the European Union, but, more importantly, for improving the everyday life of citizens. Georgia has a robust administration and a vibrant civil society. It has all the potential to achieve this historic task”, he said.

The European official also welcomed the clear position of Georgia in international fora in support of Ukraine and noted “it is crucial to coordinate our efforts with our closest partners to isolate Russia internationally”.

In the piece, Borrell also reiterated the EU’s “unwavering” support to Georgia’s security, sovereignty and territorial integrity, and further pointed out that “our longstanding commitment to stand by Georgia is today as strong as ever in light of Russia’s aggression against Ukraine”.
